Philippine President Ferdinand Marcos Jr. announced Oct. 13 that Robert Joseph de Claro will succeed Henry Aguda as secretary of the Department of Information and Communications Technology (DICT).

Before his appointment, De Claro was president and CEO of the Social Security System (SSS). At DICT, he will oversee programs to expand internet access, protect government computer systems, and bring more public services online.

“I have already signed the ad interim appointment of the new DICT secretary. He is Robert Joseph de Claro, he is the current SSS (Social Security System) President and CEO. Besides that, he also has a very strong background in terms of the digital economy and the digital world,” Marcos said.

The President made the announcement after administering the oath to newly elected officers of the Malacañang Media Groups at the Palace.

De Claro holds a Computer Science degree, specializing in information technology, from De La Salle University. He has more than 25 years of business experience, including leadership roles at People4u, JMango Philippines, GlobalOne Solutions, and Cloud Sherpas.

He joined the Social Security Commission in January 2023 as an employers’ representative. Marcos cited his leadership of its technology and collection committee, his representation of SSS on UnionBank’s board, and his chairmanship of UnionDigital Bank.

In his Oct. 12 statement, Aguda thanked Marcos, DICT employees, and the Filipino people for their trust and support.

“I am committed to ensuring a smooth and orderly transition, with the continuity of essential functions, operations, and ongoing digital initiatives safeguarded,” Aguda said.

He described leading the department as a privilege and said advancing the country’s digital future in service of the Filipino people had been a distinct honor.
