This document is designed to positively influence the development and implementation of GBR, ensuring it is locally responsive and set up to deliver local partnership working in England.
It is a resource both to those setting up GBR and to Mayoral Strategic Authority (MSA) officers engaging in the process of building out GBR locally over the coming year by providing a ‘yardstick’ to judge success.
The document outlines principles for each part of the GBR operating model, from Business Units through to the organisation as a whole, and explains why they matter in creating a GBR that works effectively for local communities. These include principles for what Mayors and their teams need from GBR, for defining local rail outcomes, and for MSA’s statutory role in the railways in practice.
