A series of principles aimed at shaping the design and implementation of Great British Railways (GBR) to ensure it is a responsive and effective local partner in the railway, have been launched.
The Creating a GBR that works for places document has been published by the Urban Transport Group in collaboration with the cross industry Mayoral Partnerships team working across Network Rail and Department for Transport Operator (DFTO).
It has been developed by AtkinsRéalis from extensive research and engagement with both the railway and Mayoral Strategic Authorities (MSAs), including through the UTG-GBR Partnership Liaison Group, established in Summer 2025.
It outlines principles for each part of the GBR operating model, from Business Units through to the organisation as a whole, and explains why they matter in creating a GBR that works effectively for local communities. These include principles for what Mayors and their teams need from GBR, for defining local rail outcomes, and for MSA’s statutory role in the railways in practice.
Rebecca Fuller, Assistant Director at the Urban Transport Group, said:
"The principles set out in ‘Creating a GBR that works for places’ signal, and bring to life, the new statutory role of Mayors and MSAs as central strategic partners to the railway.
"It sets out expectations for how these new partnerships will work on the ground and why these are crucial in ensuring the railway truly understands and serves the needs of people and places across the country.
"We hope it will be a useful resource, both to those setting up GBR and to MSAs as they grow their relationships in the months and years ahead, providing a focus for discussions and a yardstick for success."
‘Creating a GBR that works for places’ follows a meeting held last week between the UTG Board and senior rail executives from Network Rail, Department for Transport (DfT) and DfT Operator to discuss opportunities for joint working.
The document is the latest in a series of publications by UTG and partners on rail reform. These include a practitioners’ guide for building partnerships between GBR and MSAs (January 2026); case studies of local partnerships on England’s railways (May 2026) and a technical report on lessons for today’s rail reforms from Section 20 of the Transport Act 1968 (September 2026).
