The Wasps half-back made his international debut in victory over France in England's second game of this campaign.
He had previously been called up for England's 2018 tour of South Africa but was third choice behind Spencer, who won his only two caps to date.
Robson was then ruled out of the autumn internationals through injury, further delaying his long-awaited debut.
He is now in a race with Youngs, Spencer, Richard Wigglesworth and Danny Care for one of three likely scrum-half spots for the World Cup later this year.
Spencer has been included in a 26-man training squad to step-up preparations for Saturday's climax to the Six Nations.
