Hong Kong lawmakers have returned from

their visit to Beijing, a trip that was far from just a symbolic task to be checked off under the all-patriots revamped governance approach. The mission marked the start of a new stage in which the Legislative Council is expected to work more effectively with the administration within the executive-led framework, with members required to assume a greater role in supporting the chief executive and contributing to the development of mutual benefits for the country and the city.

In a positive step towards enhancing work relations under the executive-led system, Chief Executive John Lee Ka-chiu exchanged ideas with lawmakers over a wide range of topical issues during an unprecedented dialogue session at Legco on Tuesday. The new format enables warm, direct and in-depth communication in a cordial setting, helping officials and lawmakers work as one “Hong Kong team”, in addition to the more formal question-and-answer sessions. Whatever the format, what matters is that the exchanges foster constructive interaction and build mutual trust.

Earlier, Xia Baolong, director of the Hong Kong and Macau Affairs Office, said Legco should “assume a greater role” in helping the chief executive and the government administer Hong Kong in accordance with the law. He said this would help improve governance efficiency, inject new momentum into the city’s development and tackle pressing public issues.

It is true that the revamped governance approach brings greater responsibility. The study tour was especially significant because it offered lawmakers first-hand exposure to the thinking behind China’s development agenda under the 15th five-year plan. The directions must be converted into meaningful policy input and day-to-day measures that provide tangible benefits to the public.

The focus for Legco now is to discharge its duties in accordance with the law so it can function as an effective institution of governance without compromising the checks and balances provided under the constitutional order set out in the Basic Law. This is essential as the administration and Legco strive to better cooperate under the executive-led governance system. In addition to passing bills and funding proposals, members also need to better understand national and local policy priorities, scrutinise proposals, identify implementation gaps and offer constructive criticism. Hong Kong’s long-term development cannot be separated from the broader interests of the country. A deeper understanding of state policies, coupled with closer exchange and cooperation and proper scrutiny between the executive and the legislature in accordance with the Basic Law, is conducive to effective governance that benefits the city and the country.
