new Economic and Trade Office (ETO) in Kuala Lumpur marks a significant expansion of the city’s network, bringing the total number of overseas ETOs outside mainland China to 15. Hong Kong also has five offices on the mainland.

The establishment of the Kuala Lumpur ETO represents a rapid achievement for the administration, moving from the initial announcement by Hong Kong officials following a visit to Malaysia to full operations in just two years, bolstered by the strong support of the Malaysian government. This demonstrates the strength of bilateral ties.

The timing of the opening is viewed as critical. Collectively, the Association of Southeast Asian Nations is Hong Kong’s second-largest merchandise trading partner, with total goods trade last year reaching HK$1.67 trillion (US$212.83 billion), equivalent to 15.3 per cent of the city’s global merchandise trade. The annual growth rate averaged an impressive 7.6 per cent from 2021 to 2025.

Asean is projected to become the world’s fourth-largest economy by 2030. Meanwhile, bilateral trade between Hong Kong and Malaysia reached US$34.8 billion in 2025. The country is Hong Kong’s eighth-largest trading partner overall and its third-largest trading partner within the Asean bloc, underpinned by growing cooperation in hi-tech manufacturing, finance and regional trade infrastructure.

The latest trade mission from Hong Kong especially aims to bridge the strong semiconductor manufacturing capabilities in Malaysia and the rich hi-tech talent pool in Hong Kong and mainland China. More than 80 Malaysian businesses have established offices in Hong Kong and over 30 are listed on the city’s stock exchange.

The new ETO is well-positioned to navigate current geopolitical challenges. Its mandate extends beyond Malaysia, covering Brunei, Laos and Pakistan. The office is tasked with facilitating bilateral trade and investment, reinforcing Hong Kong’s strategic role as a “superconnector” linking mainland enterprises with burgeoning markets across Asia.
