The Telecom Regulatory Authority of India (TRAI) has introduced the 1601 number series for transactional and service-related calls made by non-financial and non-government entities. The new numbering framework is designed to help consumers distinguish legitimate service calls from regular mobile numbers and reduce the risk of voice-based fraud and impersonation.

The move expands the existing 1600 number series, which is reserved for transactional and service calls from the Banking, Financial Services & Insurance (BFSI) sector and government entities. The new 1601 series will cover selected non-financial sectors, with utilities and logistics businesses included in the first phase.

1601 Number Series: Phase-I Sectors

Under the first phase of implementation, the 1601 series will be available to eligible businesses operating in the following sectors:

  • Utilities: Electricity distribution companies, municipal water supply utilities, city gas distribution networks, LPG suppliers, and related service providers
  • Logistics & Courier: Express parcel delivery companies, courier service providers, and freight transportation operators handling consignments

The numbering series has been allocated by the Department of Telecommunications (DoT), with TRAI establishing the framework for its implementation by telecom service providers and eligible enterprises.

1601 Numbers To Be Used Only For Service Calls

TRAI has specified that 1601 numbers must be used exclusively for service and transactional communications. Businesses will not be permitted to use the series for promotional or marketing calls.

The numbers will also be allocated directly to eligible business entities following verification by their telecom service providers. Allocation through intermediaries or aggregators will not be permitted.

Under the new framework, participating businesses will have to provide an undertaking confirming that the allocated 1601 numbers will only be used for permitted transactional and service-related communications.

90-Day Implementation Timeline

Telecom service providers have been directed to complete the onboarding and migration of eligible entities covered under Phase-I within 90 days from the date of issuance of the Direction.

The phased approach allows the framework to initially focus on sectors where consumers frequently receive service-related calls, such as delivery updates, utility notifications, maintenance information, and other transactional communications.

How 1601 Could Help Consumers

One of the primary objectives of the new numbering system is to make legitimate service calls easier to identify. Fraudsters frequently use ordinary 10-digit mobile numbers while impersonating delivery companies, utility providers, banks, and other organizations.

By introducing dedicated number ranges for verified businesses, the framework aims to give consumers an additional visual indicator when receiving transactional calls.

For example, a consumer expecting a parcel could potentially distinguish a legitimate delivery-related call originating from an authorized 1601 number from an unsolicited call made using a regular mobile number.

TRAI also expects the framework to improve consistency across different consumer-facing sectors by extending the dedicated numbering approach already used for BFSI and government communications.

1601 Number Series: Key Rules
  • Direct Allocation: 1601 numbers will be issued directly to eligible entities after verification by telecom service providers
  • No Intermediaries: Allocation through intermediaries or aggregators is prohibited
  • Service Calls Only: Numbers must be used exclusively for transactional and service-related calls
  • Promotional Calls Banned: Marketing and promotional calls cannot be made using 1601 numbers
  • Phase-I Sectors: Utilities and logistics/courier services
  • Implementation: Telecom operators have 90 days to complete onboarding of eligible entities

The introduction of the 1601 series marks another step toward creating a standardized calling identity for legitimate businesses in India. While the system is primarily intended to make transactional calls more recognizable, consumers should still exercise caution and avoid sharing OTPs, passwords, banking credentials, or other sensitive information over unsolicited calls.
