That’s a true statement only if you accept huge levels of bloat and taxpayer abuse as the norm. Otherwise, Chicago is deeply overfunded.

Less enrollment with 9,000 more teachers and schools with more teachers that students.
Even ignoring the fact most graduate can’t read at a 5th grade level.
