The issue isn’t the budget, it’s the election. The candidates need the CTU’s election machine with its phone banks and door to door army. Every CTU member is needed through election day. After election day is better for layoffs and cuts, don’t you get it? And maybe the cuts can be avoided if the “right” people get elected. Quid pro quo, anyone?
