Microsoft appears to be doubling down on backwards compatibility for its next-generation Xbox console. Following earlier reports that the company is working to bring Xbox and Xbox 360 games to Windows PCs, a newly leaked internal memo obtained by The Verge suggests that its next console, codenamed Project Helix, could take that effort even further.
According to the leaked memo, Microsoft’s goal is for Project Helix to support games from the original Xbox, Xbox 360, Xbox One, and Xbox Series X|S. Alongside these titles, the console will also feature games designed specifically for Project Helix while continuing Microsoft’s push towards a unified Xbox and PC gaming ecosystem.
Per the memo, Microsoft is encouraging publishers to opt into two preservation programmes that would allow legacy Xbox titles to run on modern hardware with little to no additional development work. Instead of requiring dedicated remasters or new ports, Microsoft would handle the engineering, certification, and technical support, while publishers retain control over pricing, licensing, branding, and Game Pass participation.
The initiative is also positioned as a commercial opportunity rather than solely a game preservation effort. One slide from the leaked presentation mentions “reactivate dormant SKUs”, allowing publishers to bring older titles back to market while making them available on newer Xbox platforms.
Disc-To-Digital

As described in the document, a player would insert an Xbox One or Xbox Series disc into a compatible console with an optical drive, after which a digital licence would be issued and linked to both the disc and the player’s account.
Afterwards, the game could then be accessed on any supported Xbox device, including those without a disc drive. Should the disc change hands, the licence would automatically transfer to the new owner during their next play session, while the previous owner’s entitlement would be revoked to prevent duplication or abuse.
All On The Developers
Image: The VergeWhile Xbox One and Xbox Series titles are expected to work more seamlessly on Project Helix due to their shared architecture, older games may present a bigger challenge. Tom’s Hardware notes that Xbox and Xbox 360 titles would require additional work to ensure compatibility, something Microsoft plans to handle through its own engineering efforts.
However, technical compatibility alone may not be enough to bring every legacy title back. Some older games remain unavailable due to licensing issues involving third-party assets, such as vehicle brands or music. In these cases, even if Microsoft handles the distribution and technical side, publishers may not be able to legally re-release those titles without renewing the necessary licences.

Instead of requiring publishers to relicense old assets or create new versions of their games, the system would allow existing disc owners to carry their purchases forward as digital licences, helping bring multiple Xbox generations under one ecosystem.
At the end of the day, the success of this initiative will depend on whether publishers choose to support their legacy titles. Should more publishers opt in and bring their existing catalogues to the platform, Project Helix could potentially offer one of the largest game libraries across the Xbox ecosystem. However, whether Microsoft’s ambitious vision becomes a reality remains to be seen.
