I think we should care about both:
Still make block verification low cost. Ethereum must be trustless, and we don’t want to delegate block validation to someone else to know the right things are happening. If we didn’t care about “validators/attestors”, we would have never discussed and defined EIP-7870.
Reg having access to state, I agree this is important (e.g. fulfil RPC requests, or simply having clear definitions on stateful EL requirements reg storage). Just knowing the protocol is unfolding as expected, but not having it clear that users can access the state is affecting the application layer (and the blockchain’s main usefulness).
I think the point here is that re-execution can be detached from “having the state” and what that means and its expectations (e.g. you can keep the state only by applying proved BALs and avoid re-execution, but even if that’s the case we need to define how fast it can grow if isn’t sharded or similar (prob more research is needed)).
So IMHO, it’s not about “don’t care about one and only on the other”, but more like “care about both”.
