The 8th Pay Commission began another round of consultations with employee unions, pensioner groups and other stakeholders in Bhubaneswar, Odisha, on July 6, 2026. During its two-day visit, the Commission is discussing issues related to salary, pension, allowances and working conditions. After Odisha, the Commission is scheduled to hold meetings in Kolkata on July 9-10, 2026.

Before recommending salary revisions, the 8th Pay Commission is expected to inspect the working conditions of railway employees. In a letter dated July 2, 2026, the Railway Board informed NFIR and AIRF that the commission wants to observe railway operations and maintenance activities to better understand employees' working conditions.

The Commission plans to gain a first-hand understanding of the risks, hardships and complexities involved in railway jobs across different departments. The inspection is expected to help the commission assess the nature of work in the railways before recommending revised salaries and allowances.

According to the Railway Board, the commission is expected to observe track maintenance by keymen and patrolmen, technicians' work in P-Way, bridge, S&T and electrical departments, pointsmen's duties, signal and bridge maintenance, footplate inspection on a high-speed corridor, control room operations, station management, workshop maintenance, Kumbh Mela train management, and track maintenance in Ghat sections.

The Indian Railway Technical Supervisors' Association (IRTSA) has urged the Railway Board to broaden the inspection agenda. In a letter dated July 4, 2026, it requested the inclusion of additional specialised activities involving advanced technology, round-the-clock maintenance, high safety responsibilities and significant occupational risks.

IRTSA has sought the inclusion of TRD/OHE maintenance, electric locomotive maintenance, EMU suburban train maintenance, coaching depot activities including pit line inspection and passenger amenities, wagon maintenance depots, and production units of Indian Railways during the commission's visit.
