Governments around the world are expanding their regulation of online content, raising questions about how foreign speech rules affect Americans and U.S.-based platforms. Laws such as the European Union’s Digital Services Act and the United Kingdom’s Online Safety Act have prompted debate over how the United States should respond when foreign governments seek to regulate speech that would be protected under the First Amendment.

One proposal is the Guaranteeing Rights Against Novel International Tyranny and Extortion (GRANITE) Act, recently passed by the Wyoming House, which would create new legal remedies against foreign governments that attempt to regulate Americans’ online speech. But questions remain about the bill’s effectiveness and legal viability, as well as whether federal action would be a more appropriate response.

Watch now for a discussion with the architect of the GRANITE Act and other leading experts on the challenges posed by foreign regulation of online speech and the policy options available to address them.
