On the key, I’d keep it as is. Leaving version and scope out is what stops a v2 adoption or a new scope from walking around the stop, and in the tender the subject is the fulfiller’s own account anyway.
On lifting, the reach and the authority come from different places. A stop counts against every clause that names the intervener, but it is lifted by whoever holds RIGHT_RESUME on the one binding it was recorded through. Say two tenders require the same specification: one names the publisher with suspend and an executor with resume, the other names only the publisher, with suspend and resume. If the publisher suspends the fulfiller’s binding for the first tender, that executor can lift the stop the second tender relies on, though the second never named it.
Related: stops[key] holds one record and suspend overwrites it. A second suspension by the same publisher moves bindingId, restrictions and responseRef to the newer binding, so a milder set can replace a stricter one, resuming the first binding no longer touches the stop, and the newer binding’s resume holders now decide it.
I’d make the stop the intervener’s: lifted by that account or one it names when it stops, and a later suspension keeps the existing stop (OR the restrictions in) instead of replacing it.
