Build/Test Tools: Cover privacy page creation and policy copying.
Add browser tests for creating a draft Privacy Policy page and selecting it in settings. Restore the original setting and permanently delete the test-created page during cleanup.
Verify the real clipboard contains the suggested policy text without tutorial or toolbar text, including a second copy while the success notice is visible.
