Two women — one from Connecticut and one from Massachusetts — were arrested and charged with stealing $601,970.90 from Connecticut’s Medicaid Health Insurance Program, according to the state’s Division of Criminal Justice.
Carmen Wynter, 47, of Hartford, and Alyse Enderle, 39, of Ludlow, Massachusetts, were arrested last week following an investigation by the Medicaid Fraud Control Unit.
Wynter was arrested on Sept. 24 and charged with first-degree larceny, health insurance fraud, first-degree conspiracy to commit larceny, and conspiracy to commit health insurance fraud, according to the Division of Criminal Justice.
Enderle was arrested on Sept. 21 and charged with two counts of first-degree larceny, two counts of health insurance fraud, first-degree conspiracy to commit larceny, and conspiracy to commit health insurance fraud, the Division of Criminal Justice said.
Enderle and Wynter both work at Autism Sparkles, an autism specialist and therapy group in East Windsor. Enderle is the founder and behavior analyst, and Wynter is a behavioral technician.
Enderle conspired with Wynter to submit claims for services clients did not request to Connecticut Medicaid programs from December 2021 to September 2023, the Division of Criminal Justice said. These claims resulted in improper payments totaling $353,805.99. Enderle also submitted an additional claim of $248,164.91, the Division of Criminal Justice said.
“In total, Enderle’s fraudulent billing amounted to $601,970.90,” the Division of Criminal Justice said.
Enderle was released on a $150,000 bond and will appear at New Britain Superior Court on Sept. 29. Wynter was also released on a $150,000 bond and will appear at New Britain Superior Court on Oct. 1.
Anyone with knowledge about fraud in the public healthcare system is asked to call the Medicaid Fraud Control Unit at the Office of the Chief State’s Attorney at (860) 258-5986.
