New York City Orders Safety Technology for Municipal Fleet

New York City is expanding the use of pedestrian alerts and intelligent speed assistance across its non-emergency fleet. The executive order establishes new technology requirements for future vehicle purchases while accelerating retrofits on thousands of existing municipal trucks.

New York City Mayor Zohran Mamdani has signed an executive order requiring additional safety technology across the city's non-emergency municipal fleet. Executive Order 19 directs the Department of Citywide Administrative Services (DCAS) to expand the use of intelligent speed assistance (ISA) and pedestrian alert systems on city-owned vehicles and trucks.

Under the order, approximately 4,000 existing non-emergency municipal trucks will be retrofitted with audible pedestrian alert systems by June 2029. The alerts activate with a vehicle's turn signals to warn pedestrians, cyclists, and other road users when a truck is turning.

It also requires all newly purchased non-emergency municipal vehicles and trucks to be equipped with both pedestrian alerts and intelligent speed assistance.

According to the Mayor's Office, New York City has already deployed ISA on approximately 1,000 fleet vehicles across 22 agencies since 2022.

City officials reported that vehicles equipped with the technology experienced a 64% reduction in dangerous speeding, leading the administration to expand the program across the broader municipal fleet.

The order builds on the city's Safe Fleet Transition Plan, which promotes technologies intended to reduce crashes involving municipal vehicles and improve safety for pedestrians, cyclists, drivers, and fleet operators.
