The Study focuses on Garin-Gada (Nigeria) and Maine-Soroa (Niger Republic) border corridor which is a strategically important yet understudied section of the Lake Chad Basin where porous borders, insurgent mobility, and weak governance continue to undermine regional security. This study examines the factors sustaining insecurity in the corridor between January 2020 and June 2025. Methods: The study employs a qualitative design based on secondary data. It was anchored on the Regional Security Complex Theory, which was used to assess the ripple effects of porous borders on regional security. Data were obtained from the Armed Conflict Location and Event Data Project, the International Organization for Migration Displacement Tracking Matrix, the United Nations Office on Drugs and Crime, and published reports from governmental and international organizations. The data were analyzed through thematic and documentary analysis to identify patterns of insurgent movement, border governance, displacement, and regional security cooperation. Results: The findings identify five major patterns. First, the corridor functions as a key route for insurgent mobility. Second, informal cross-border trade networks provide opportunities for insurgent infiltration and logistical support. Third, the corridor forms part of a trans-Sahel arms trafficking route, with substantial increases in recorded weapons seizures during the study period. Fourth, large-scale population displacement has created governance gaps that facilitate insurgent activities. Finally, regional security cooperation has been weakened by divergent national interests, including changes in the participation of member states in joint security arrangements. Conclusions: Persistent insecurity in the Garin-Gada and Maine-Soroa corridor is driven by the interaction of porous borders, cross-border social networks, insurgent adaptability, and fragmented governance. The findings recommended that Strengthening coordinated border management, intelligence sharing, community-based security, and regional cooperation is essential for improving security and governance across the Lake Chad Basin.

The Lake Chad Basin has been the site of one of Africa’s most protracted security crises since Boko Haram initiated its campaign of violence in northeastern Nigeria in 2009. Between 2009 and 2025, the insurgency generated more than 35,000 documented fatalities (ACLED, 2024) and displaced approximately 6.49 million people across Nigeria, Niger, Chad, and Cameroon (IOM, 2026). Despite more than a decade of counterinsurgency operations, including the reactivation of the Multinational Joint Task Force (MNJTF) under African Union authorization in 2015 and at least 176 documented armed engagements between the MNJTF and Boko Haram factions between January 2015 and March 2024 (ACLED, 2024), the insurgency has not been suppressed. Instead, Boko Haram and its successor factions, particularly the Islamic State West Africa Province (ISWAP), have fragmented, decentralised, and expanded their operational reach into borderland corridors that existing national and regional security architectures are poorly equipped to govern.
However Existing scholarship has significantly promote insight of Boko Haram’s ideological origin, structural fragmentation, regional regulations, funding, and the efficacy of regional kinetic responses. However, much of this literature concentrates on the main conflict arena such as Borno State, the Lake Chad islands, Sambisa Forest, or the institutional performance of the MNJTF (Matfess, 2017; Thurston, 2020; International Crisis Group, 2024). This stress reflects the visibility of large-scale military campaign and humanitarian crises in these areas. Therefore, cross-border corridors have largely been treated as supporting transit routes rather than as strategic operational spaces through which insurgents maintain their logistics, recruitment, arms smuggling, and adaptive mobility. As a result, the corridor-level mechanisms that enable insurgent fortitude remain insufficiently postulated in spite their growing strategic importance within the Lake Chad Basin security architecture.
Among these overlooked border spaces, the Garin-Gada corridor in Yobe State, Nigeria, and Maine-Soroa in Niger’s Diffa Region has emerged since 2020 as a strategically significant operational axis through which ISWAP and remnant Jama’atu Ahlis Sunna Lidda’awati wal-Jihad (JAS) factions move personnel, materiel, illicit commodities, and logistical supplies across the Nigeria–Niger border. Unlike the territorial strongholds that dominate existing studies, this corridor illustrates how insurgent organisations increasingly depend on strategic mobility rather than territorial occupation to maintain operational resilience. Examining the Garin-Gada–Maine-Soroa corridor therefore extends existing understandings of insurgency by demonstrating that border governance, informal economic networks, and socially embedded cross-border communities are not peripheral conditions but central mechanisms sustaining insurgent adaptation.

Section 6 develops evidence-based policy recommendations, and Section 7 concludes.

The limited attention devoted to these corridors also reflects important methodological constraints. Much of the available conflict evidence is organised at state or regional levels, while persistent insecurity and restricted access have made sustained research in remote borderlands particularly difficult. Therefore, border corridors are typically incorporated into broader regional analyses rather than look in to as distinct analytical units through which insurgent organisations sustain movement, logistics, recruitment, and illicit trade. As a result, the corridor-level mechanisms that facilitate insurgent resilience remain insufficiently theorized despite their strategic importance for understanding how armed groups adapt to evolving security environments.
The studies on illegal activities in the Sahel has rising significantly since collapse of Libya in 2011 which created what the Institute for Security Studies characterize as a safe heaven for arms trafficking emanating from Libya’s post-Gaddafi regime southward through Niger toward the Lake Chad Basin (ISS Africa, 2022). UNODC (2023) recorded a 105 percent increase in arms seizures in the Sahel between 2017 and 2021, with seizures in Agadez and Tahoua regions both in Niger Republic during January 2021 to February 2022 revealing both the scale of southward trafficking gush and the limitations of prohibition ability. Arms penetrating Niger Republic from the north follow a natural southeastward path toward the Diffa Region and the Nigeria-Niger border, where the Garin-Gada and Maine-Soroa hallway constitute a downstream node in this trafficking (UNODC, 2023; ISS Africa, 2022).

As of April 2024, the four Lake Chad Basin states hosted an estimated 6,089,049 conflict-affected individuals, with Nigeria accounting for approximately 74 percent of that total, or roughly 4.5 million persons, and Niger’s Diffa Region -- the administrative unit encompassing Maine-Soroa accounting for approximately 9 percent of the regional figure, or roughly 559,000 persons (IOM, 2024). By February 2026, this regional total had grown to 6,488,974 (IOM, 2026). Additional quantitative sources include UNHCR’s Operational Data Portal for the Lake Chad Situation, LCBC institutional reports, and UNODC’s (2023) firearms trafficking analysis for the Sahel.
The qualitative analysis draws on a systematic review of secondary literature, grey literature from international organisations, and credible journalistic and analytical reporting on the Nigeria--Niger border zone. Primary sources consulted include reports from International Crisis Group, Institute for Security Studies Africa, Small Arms Survey, Human Rights Watch, Insecurity Insight, SBM Intelligence, and ACLED’s analytical publications. Particular weight is assigned to sources published between 2020 and 2025 containing primary data from the Diffa Region or Yobe State. Key informant testimony documented in published field assessments by international organisations and NGOs is used to ground structural arguments in field-level observation, while acknowledging that such testimony derives from secondary rather than primary fieldwork by the present authors. Primary field research at the Garin-Gada and Maine-Soroa border points represents an important direction for future work.
The study adopts two complementary theoretical frameworks to analysis the concept. Borderlands theory, associated with Paasi (2009), Newman (2006), and Donnan and Wilson (2010), which provides the conceptual vocabulary for analysing the border as a social space in which state sovereignty is continuously negotiated rather than simply present or absent. ACLED’s (2025) analysis of the 2024 to 2025 period affirm that ISWAP has increasingly focused their attacks on Nigerian military installations in Borno and Yobe States using improvised explosive devices (IED) and ground assaults, and has actively recruited foreign militants operating from Diffa Region of Niger Republic. The strategic logic of trans-border positioning is clear: by maintaining functional presence on both sides of the borders which are regarded as porous, ISWAP can exploit lack of coordination and intelligence sharing between Nigerian and Nigerien security forces, withdrawing across the borders when military pressure increased on one side and reconstituting in the other’s comparative safety. ACLED (2024) data indicate that the IED resurgence recorded in 2024 reflects external tactical training that ISWAP has received to compensate for combat losses, suggesting that trans-border supply and training routes through the corridor are operationally functional.
However March 2025 Niger Republic withdrew its membership from the MNJTF which has materially worsened the situation. The withdrawal of this contribution has left the corridor with significantly reduced multilateral security coverage at precisely the point when ISWAP’s operational tempo in the region was increasing. This is a governance architecture problem, not a surveillance problem, and it cannot be resolved by adding border infrastructure without addressing the socioeconomic conditions that make informal mobility indispensable.
The UNDP’s (2022) trans-border trade assessment for the Lake Chad Basin Region records that informal cross-boundary commerce constitutes a crucial livelihood pillar for border communities of both Garin-Gada and that of Manie-Soroa. Cattle, sesame, cow-peas, sorghum, and millet flow from Niger Republic into Nigeria, while manufactured goods, fuel, and medicines move in the opposite direction. OECD (2018) research generated that the scale of unrecorded trade between Nigeria and Niger Republic border is particularly high even by West African regional standards, reflecting deep historical patterns of economic symbiotic relations between Nigerian and Nigerien producers and consumers that predate colonial boundary demarcation.
However, from a security point of view, this vigorous informal economy constitutes dual-use infrastructure: the routes, vehicles, and trust networks that sustain legitimate cross-border trading activities also provide logistical scaffolding for illicit transactions. Generally Nigeria’s fuel smuggling commercially incentive by the scale differential between subsidized domestic petroleum prices and market prices in Niger Republic operates through the same informal ways as cattle trading. Drug trafficking, including tramadol and other illicit substances associated with armed groups in the region, moves through the same networks as grains.
The Garin-Gada and Maine-Soroa corridor occupies a downstream position within one of sub-Saharan Africa’s most active arms trafficking routes. Libya’s 2011 state collapse generated substantial southward displacement of weapons from Muammar Gaddafi’s arsenals, enabling Tuareg rebels, Sahelian armed groups, and Lake Chad Basin insurgents to expand their military capacity (ISS Africa, 2022). Thus the most lucrative phase of southward trafficking occurred between 2012 and 2016, ISS Africa (2022) recorded that arms flows from Libya to Agadez and Tahoua regions in Niger Republic were actively resurgent in 2021 to 2022, with weapons seizures between January 2021 and February 2022 revealing both the trafficking scale and the limitations of interdiction. UNODC (2023) data show that weapons seizures across the Sahel increased by 105 percent between 2017 and 2021, a figure that reflects both intensified trafficking and partially improved interdiction capacity, though interceptions represent only a fraction of total flows.
Therefore. As ISS Africa (2022) documented, the security challenge is less the existence of arms flows than the structural inability of national authorities to distinguish licit from illicit mobility within highly integrated borderland communities.
Extensive population displacement in the corridor both reflects and perpetuates insecurity through a feedback mechanism that the current counterinsurgency approaches have not sufficiently addressed. IOM’s DTM records document the path: as of March 2024, 6,041,927 conflict-affected individuals comprising internally displaced persons, returnees, and refugees were present across the four Lake Chad Basin states (IOM, 2024a). By April 2024, this figure had grown to 6,089,049 (IOM, 2024b). By February 2026, it had reached 6,488,974 (IOM, 2026). Nigeria hosted approximately 74 percent of this population across both 2024 data points, or roughly 4.5 million persons. Diffa Region in Niger Republic, the administrative unit encompassing Maine-Soroa accounted for the majority of Niger Republic 513,102 conflict-affected persons as of March 2024 (IOM, 2024a).
Additionally These figures carry certain implications for border governance capacity. Administrative systems in Yobe State and Diffa Region were determine for considerably smaller and more stable populations. The presence of hundreds of thousands of displaced persons creates what the paper terms administrative blind spots: zones of demographic complexity in which formal identity documentation is absent or forged, household compositions are continuously shifting, and the distinction between IDPs, refugees, returnees, and new arrivals is practically unverifiable at the border post level. ISWAP and other armed actors exploit this administrative complexity systematically moving among displaced populations, adopting displaced-person identities, and using displaced communities as recruitment pools and resupply bases.
Morevoer It is analytically essential to resist the securitisation of displaced persons as such. The overwhelming majority of the 6.49 million conflict-affected individuals in the Lake Chad Basin are victims of violence rather than perpetrators.
The institutional record of regional security cooperation in the Lake Chad Basin is more substantial than critics sometimes acknowledge. The MNJTF recorded at least 176 armed engagements with Boko Haram factions between January 2015 and March 2024 (ACLED, 2024). Operation Lake Sanity, launched in 2022, produced documented disruptions of insurgent territorial control on the Lake Chad islands. At the bilateral level, Nigeria and Niger reached a renewed high-level security dialogue agreement in April 2025 following the post-coup diplomatic strain, with joint operations confirmed as ongoing in the Lake Chad region (African Security Analysis, 2025). In December 2025, a Joint Border Security Meeting convened at Nigeria’s Defence Headquarters following a cross-border incident in Katsina State, producing commitments to enhanced communication protocols (DHQ, 2025). In January 2026, Nigeria and Niger deepened customs cooperation in a manner that provides a potential institutional model for security domain engagement (VON, 2026). These are genuine achievements.
The five findings presented in Section 4 converge on three structural mechanisms that collectively explain the corridor’s persistent insecurity. Understanding these mechanisms is analytically necessary because the standard policy responses enhanced border monitoring technology, additional military patrols, intelligence capacity building address symptoms rather than causes and will not produce durable results unless the structural conditions enabling insecurity are simultaneously addressed.
Meanwhile the second mechanism is the illustrate a strategic decentralisation of insurgent operations in response to military pressure. Sincethe death of Abubakar Shekau in May 2021 and the eventual reorganisation of JAS remnants, both ISWAP and reconstituted Boko Haram operations have demonstrated tactical adaptability documented across multiple ACLED and International Crisis Group data sources. Rather than concentrating forces in fixed territorial strongholds vulnerable to conventional military operations, both groups have shifted toward smaller, more mobile units operating across a wider geographic footprint (ACLED, 2024; International Crisis Group, 2024). The IED resurgence documented by ACLED in 2024 reflecting external tactical training that ISWAP has received to compensate for combat losses represents one operationalisation of this adaptation (ACLED, 2025).
For the Garin-Gada and Maine-Soroa corridor precisely, this decentralisation strategy means that insurgent presence is characterised by transit rather than occupation. Armed actors use the corridor to move arms, conscript personnel, deliver logistics, and evacuate casualties in ways that are functionally effective but leave minimal territorial footprint detectable by conventional intelligence methods. The corridor functions as a logistics artery rather than a frontline. This has direct implications for how security agencies must conceptualise the threat: the standard counterinsurgency model of clearing territory and establishing static checkpoints is poorly suited to a threat defined by adaptive mobility rather than territorial control.
The third mechanism is governance fragmentation: the architectural mismatch between the integratedf nctional geography of armed groups and the nationally soiled governance structure of the states charged with countering them. Nigerian security agencies the Army, the Nigeria Police Force, the Nigeria Immigration Service, the Nigeria Customs Service operate under national mandates, with budgets determined in Abuja and reporting structures accountable to national institutions. Their Nigerien counterparts operate under analogous national structures accountable to Niamey. The institutional interface between these two systems at the Garin-Gada and Maine-Soroa border is, in practice, thin, episodic, and dependent on individual relationships and informal communication rather than on systematic protocols.
This fragmentation operates simultaneously at multiple levels. At the strategic level, it produces the national interest divergence that has consistently undermined MNJTF operational effectiveness, most acutely illustrated by Niger’s March 2025 withdrawal. At the tactical level, it produces the communication breakdowns illustrated by the December 2025 Katsina incident. At the administrative level, it produces the information gaps through which displaced persons, informal traders, and armed actors alike move largely invisible to any single authority with both the mandate and the capacity to act on what it observes. Buzan and Waever’s (2003) RSCT provides the theoretical vocabulary for understanding why this fragmentation is structurally dangerous: in a regional security complex characterised by deep interdependence, any governance gap in one member state rapidly becomes a security liability for all. The Garin-Gada--Maine-Soroa corridor is simultaneously a symptom and a cause of the Lake Chad Basin’s persistent insecurity.
Beyond documenting insecurity in a single border corridor, the findings make three broader contributions to the scholarship on insurgency, border governance, and regional security in the Lake Chad Basin.
First, the study challenges the prevailing tendency within the Boko Haram literature to explain insurgent resilience primarily through military capability, ideological evolution, territorial control, or state weakness (Walker, 2012; Thurston, 2017; Zenn, 2020). While these factors remain important, the findings demonstrate that insurgent organisations increasingly depend on strategically embedded border corridors that facilitate continuous movement of personnel, weapons, logistics, and commercial resources. The Garin-Gada–Maine-Soroa corridor therefore illustrates that insurgent resilience is sustained not only through the control of territory but also through the control and exploitation of mobility across socially embedded border spaces.
Second, the findings extend existing border governance scholarship by demonstrating that border porosity should not be understood solely as a consequence of limited state capacity. Rather, border porosity emerges from the interaction of historically embedded cross-border identities, informal economic systems, insurgent adaptive strategies, and fragmented governance arrangements. This perspective shifts analytical attention away from viewing border corridors merely as weakly governed spaces and instead conceptualises them as complex socio-political environments where state and non-state actors continuously negotiate authority, mobility, and security.
Third, the study contributes to Regional Security Complex Theory by illustrating how governance failures within a single border corridor generate security consequences that extend beyond national boundaries. The evidence demonstrates that institutional fragmentation at the Nigeria–Niger border creates vulnerabilities that are rapidly exploited by insurgent organisations operating across the wider Lake Chad Basin. Consequently, the security of individual border corridors cannot be understood solely within national frameworks but must be analysed as integral components of an interconnected regional security architecture.
Collectively, these findings suggest that future research should move beyond analyses centred exclusively on territorial strongholds and military campaigns toward greater examination of corridor-level governance, cross-border mobility systems, and the social infrastructures that sustain insurgent adaptation.
The following recommendations are grounded in the empirical findings and structural mechanisms identified above. They are proposed as a medium-term programme of institutional reform, mindful of the severe resource and capacity constraints facing both Nigeria and Niger, and the immediate pressures of ongoing armed conflict.
Given the social embeddedness of borderland communities documented in Section 4.1, effective border intelligence is ultimately dependent on community cooperation. Formal security agencies cannot generate the granular, real-time information about unusual movements, unfamiliar individuals, and suspicious transactions that local community members possess and that can disrupt insurgent transit networks. A formal community-based border surveillance programme, modelled on existing community watch schemes in northeastern Nigeria but extended to encompass cross-border cooperation between Nigerian and Nigerien communities, could provide this intelligence capacity while simultaneously strengthening community ownership of border security outcomes. Such a programme would require careful design to prevent the well-documented risks of community surveillance mechanisms being captured for local score-settling or ethnically targeted harassment, which have undermined analogous initiatives in other Sahelian contexts.
The displacement governance problem documented in Section 4.4 requires systematic tracking of population movements at the corridor level. A biometric cross-border mobility registration system, jointly operated by Nigeria and Niger with technical support from IOM, would generate the population data necessary to identify anomalous movement patterns potentially indicative of security threats, while simultaneously improving humanitarian response accuracy. IOM’s DTM infrastructure, which already produces monthly displacement dashboards for the Lake Chad Basin, provides a technical foundation on which such a system could be built. Implementation would require robust data protection safeguards and transparent community communication about data use and access.
At the regional level, the Lake Chad Basin Commission should develop a digital early warning system that aggregates conflict event data from ACLED and comparable sources, displacement figures from IOM’s DTM, and field reports from humanitarian actors operating in the basin into a common operational picture accessible to security agencies in all four member states. The technical foundation for such a system exists in embryonic form through the LCBC’s Stabilization Facility monitoring frameworks; the operational challenge is to develop interoperability between national systems and to ensure that aggregated intelligence is translated into coordinated responses rather than siloed in national institutional archives. Niger’s MNJTF withdrawal makes this kind of lateral information architecture more, not less, important as a substitute for the multilateral coordination capacity that has been lost.
This paper has argued, on the basis of ACLED conflict event data, IOM displacement figures, UNODC trafficking analysis, and systematic review of field-based assessments, that the Garin-Gada and Maine-Soroa corridor constitutes a microcosm of the Lake Chad Basin’s regional security crisis. Five empirical findings converge on this conclusion: the corridor functions as a strategic insurgent mobility space in which ISWAP maintains operational presence on both sides of the border; informal trade networks serving millions of people constitute dual-use logistical infrastructure that armed groups systematically exploit; the corridor is embedded as a downstream node within a Libya-to-Sahel arms trafficking route along which weapons seizures increased by 105 percent between 2017 and 2021; mass displacement affecting 6,488,974 persons across the basin as of February 2026 generates administrative blind spots that insurgents exploit; and regional security cooperation, while institutionally significant, remains structurally compromised by national interest divergence, most consequentially demonstrated by Niger’s March 2025 MNJTF withdrawal.
Three structural mechanisms link these findings: the social embeddedness of cross-border Kanuri, Shuwa Arab, and Fulani communities, which makes conventional border enforcement both practically impossible and economically destructive; insurgent decentralisation, which has shifted the operational threat from territorial occupation to transit mobility and demands a fundamentally different security response; and governance fragmentation, which creates the jurisdictional seams that armed actors systematically exploit. Together, these mechanisms explain why military pressure alone has not produced corridor security and why adding border infrastructure without addressing underlying governance architecture will not do so.
The analysis carries implications that extend beyond this specific corridor. It confirms what borderlands scholars have long argued: the security problems of borderland spaces require governance innovations attuned to the social complexity of border communities, that work with rather than against the economic systems on which those communities depend, and that build genuine institutional integration across national lines rather than the shallow coordination agreements that have repeatedly failed in the Lake Chad Basin context. Niger’s MNJTF withdrawal is a serious setback whose security consequences are already visible in ACLED’s 2025 incident data for the Diffa Region. It is also, paradoxically, a clarifying moment: the limitations of a purely military, nationally siloed approach to Lake Chad security have not been more apparent in the decade since the MNJTF’s reactivation, and the case for a fundamentally different model of integrated regional border governance has not been more urgent.
Future research should prioritise primary field data collection from the corridor: structured interviews with border officials, traders, community leaders, and security personnel on both sides of the Nigeria--Niger boundary. Quantitative analysis using ACLED event data disaggregated to the sub-district level would enable more granular mapping of insurgent mobility patterns over time. The stakes of this research agenda are not academic. They are measured in the lives and livelihoods of the estimated 6.49 million conflict-affected persons for whom the Garin-Gada--Maine-Soroa corridor is not an analytical category but a daily material reality.
