Paul Sylvester Morton was born on July 30, 1950, in Windsor, Ontario, Canada. He grew up in a religious household as the son of Bishop C.L. Morton Sr., who led Church of God in Christ congregations in Canada and Detroit.

Morton began singing at an early age and performed with his brothers in a gospel group called the Junior Voices. Although he was reportedly offered an opportunity to pursue secular music, he chose to dedicate his musical abilities to the church.

In 1972, Morton moved to New Orleans and joined Greater St. Stephen Missionary Baptist Church as an associate pastor. When the church's senior pastor died in 1975, Morton was selected to succeed him at only 24 years old.

Greater St. Stephen had approximately 647 members when Morton became its pastor. Under his leadership, the church expanded to multiple locations and eventually attracted thousands of worshippers.

Morton introduced a more charismatic style of worship that incorporated elements associated with Pentecostal churches, including expressive music and an emphasis on the gifts of the Holy Spirit. The congregation was eventually renamed Greater St. Stephen Full Gospel Baptist Church.

Its ministries expanded beyond weekly services to include education, housing, outreach programs, and support for elderly residents. Morton also developed a national television and radio presence, bringing his sermons to audiences outside Louisiana.

Morton helped organize the Full Gospel Baptist Church Fellowship during the early 1990s. The movement was created for Baptist congregations that wanted to retain their Baptist foundations while embracing charismatic worship and Pentecostal practices.

The fellowship held its first major conference in 1994, drawing tens of thousands of attendees to New Orleans. Morton served as its first presiding bishop and became one of the most prominent religious leaders associated with the Full Gospel Baptist movement.

He stepped down as presiding bishop in 2015 and was succeeded by Bishop Joseph W. Walker III. Morton has remained involved as the organization's founder and presiding bishop emeritus.

Hurricane Katrina caused extensive damage to Greater St. Stephen's New Orleans operations in 2005. One of its church locations was destroyed, and Morton and his family also lost their home.

After relocating to Georgia, Morton established Changing A Generation Full Gospel Baptist Church in the Atlanta area. The new congregation quickly attracted thousands of members. He eventually transferred primary leadership of Greater St. Stephen to his wife, Debra, while concentrating on the Atlanta ministry.

Morton later became pastor emeritus and overseer of the churches he and his wife had led.

Morton began his professional recording career in the early 1990s. His breakthrough gospel projects included "God's Got Those Healing Hands" and "We Offer Christ."

His album "A New Thing: Experience the Fullness" received a Grammy nomination for Best Gospel Choir or Chorus Album. He received another nomination for Best Gospel Album for "Best Days Yet."
