Naver announced on August 13 that it has invested in US startup Panthalassa, which is developing offshore artificial intelligence (AI) data centers. Naver stated that the investment is aimed at strengthening its competitiveness in next-generation AI data center technologies powered by renewable energy.

​Panthalassa, founded in the US in 2016, is developing floating AI data centers powered by ocean waves. As surging data center electricity demand makes securing power a key challenge, the startup is developing a system that harnesses wave energy without requiring a separate power plant or fuel. Recent reports identify Panthalassa as a US startup developing its Ocean-3 floating platform to generate electricity from ocean waves and power AI computing at sea.

​According to Naver, Panthalassa has integrated key functions needed to build and operate an AI data center on a floating Node platform at sea, including power generation, AI computing and processing, and cooling. Because the data center floats offshore, it can reduce costs such as land expenses required to build conventional data centers. The system is designed to use seawater to cool servers, replacing cooling equipment that accounts for a significant share of electricity consumption at land-based data centers.

​The Node can also perform AI workloads such as computing and processing directly without separate power-transmission infrastructure. Computing results are transmitted to land through low Earth orbit (LEO) satellite networks such as Starlink. LEO satellites feature low latency, making them suitable for AI inference tasks that require rapid responses. Global communications can be maintained without submarine cables, reducing geographic constraints.

​Panthalassa has conducted offshore demonstrations using wave-energy platforms including Ocean-1 and Ocean-2. The company plans to deploy its Ocean-3 platform for testing this year, targeting commercialization in 2027. Earlier Ocean-1 and Ocean-2 prototypes were tested in 2021 and 2024, respectively, while Ocean-3 is designed as an autonomous floating platform for wave-powered AI computing.
