It has nothing to do with any increased economic performance in Madiganistan and is happening despite businesses fleeing to less incompetently run states and there are plenty of them surrounding Madiganistan and elsewhere.

I don’t think it’s the low intelligence of some Illinois pols that’s the main factor in hurting the residents. I think it’s the corruption, greed, shiftiness, sliminess, etc. that’s doing it.
