A registered sex offender previously convicted on charges related to the rape and sexual abuse of a minor allegedly attacked three new underage victims by luring them to his Bronx apartment apartment with promises of free tattoos.
Andrew Wilkinson used social media to contact his victims, one as young as 14 at the time he got in touch with her, federal prosecutors said.
After reaching out to the girls online, the 36-year-old would offer free tattoos as a way to entice them to come to his apartment, according to the feds. Investigators said in one case, he sent over 800 messages to one minor trying to get her to visit.
Once they were inside the apartment, he allegedly used drugs like methamphetamine and psychedelic mushrooms to rape and assault the teens. One of the victims, a 16-year-old, was drugged and unconscious as he allegedly abused her, prosecutors alleged. The NYPD said Wilkinson filmed some of the abuse on his cellphone.
“The sexual assault of minors and the production and distribution of child pornography are too prevalent,” said U.S. Attorney Jay Clayton. Authorities released Wilkinson’s photo (below) concerned there are more victims who have not yet stepped forward.
The three victims were 15, 16 and 17 years old, respectively, when they were allegedly assaulted between Dec. 2024 and May 2025. One of the victims traveled from Long Island to the Bronx believing she was going to get a free tattoo, police said.
“This horrific behavior – especially the abuse of minors – has no place in our city,” said NYPD Commissioner Jessica Tisch.
Wilkinson faces multiple counts of charges related to the sexual abuse of a minor. His federal defense attorney, Mark Gombiner, did not wish to comment when contacted via email by NBC New York.
Wilkinson — who uses the nickname “Steppa” — had previously been convicted of state charges related to rape and sexual abuse involving a minor. He could face a minimum of 10-20 years in federal prison if convicted on the multiple new counts.
