Two Alberta Serious Incident Response Team (ASIRT) reports released Wednesday found Alberta RCMP use of force justified in two separate incidents on the same day on two different First Nations.

ASIRT executive director Matthew Block found Parkland RCMP’s use of a Taser and handcuffing during a mental-health call on the Enoch Cree Nation on June 24, 2025, was justified and didn’t contribute to the man’s death.

Staff and customers of River Cree Resort and Casino said they heard screaming and breaking glass inside his room, Block wrote. Occupants in the suite below reported hearing yelling, and saw blood-covered furniture and glass falling onto the terrace outside their windows.

When police arrived in the room, the man was on the windowsill.

“While the AP (affected person) presented as being in a mental health crisis, he was also holding a large glass shard in his hand, which could have been used as a weapon,” Block wrote.

The officer responded reasonably, trying to talk to the man and offer him help, but the man jumped out the window and began to “smash into another room,” the report said.

The officer Tasered the man with three cycles, allowing the officers to remain safe while presenting a minor risk of harm to him, Block said.

“It was proportionate to the risk the AP presented,” he found.

Once on the ground, the man stopped moving, and officers administered Naloxone and first aid, the report found.

A pathologist conducted an autopsy on the man June 27, 2025, at the Office of the Chief Medical Examiner in Edmonton.

“The pathologist found the cause of death to be cardiorespiratory arrest due to, or as a consequence of, hyperactive delirium with agitation and the effects of cocaine. The pathologist directly addressed the use of the controlled energy weapon and handcuffing by the officers and stated that they did not contribute to the death,” wrote Block.

In an unrelated event, also on June 24, 2025, around 2:30 p.m., police were dispatched to a residence on the Ermineskin Cree Nation following a disconnected 911 call.

“Dispatch advised responding officers that the AP had a documented history of violence and was bound by a firearms prohibition,” Block wrote.

The man appeared to be holding a long object in each hand, and the officers repeatedly directed him to “drop it.”

An officer discharged three rounds from his service pistol.

The man took cover. When he reappeared, still holding both objects, the officer fired six more rounds.

The man briefly pointed the ‘firearm’ in the direction of the officers’ position. Seven more rounds were fired by another officer.
