About a dozen times a year, some law enforcement agency or another announces a bombshell criminal investigation.

Often these intensive probes are multi-jurisdictional, involving hundreds of cops and sometimes foreign agencies like the Department of Homeland Security and the Drug Enforcement Agency in the United States, or Interpol.

That was the case Thursday in Windsor where cops laid out the grim details of Project Bay that scooped a staggering $139 million in cocaine, meth and other goodies off our streets, along with deadly weapons.

Accused of Vaughan double murder

And then there was the charge sheet listing the accused and their charges. Like an old lady who still does  Wishing Well, I always run these names. Is there a pattern of difficulties with the police? Time in the clink? How long?

Citizenship?

On Thursday, it didn’t take long to hit pay dirt in the form of one Michele Moscone, 27, of the Toronto and Windsor Moscones. When cops announced the results of the big bust, he was already behind bars.

But why, oh why?

On May 13, just before 5:30 p.m., the late afternoon quiet of a suburban neighbourhood in Vaughan was shattered by gunfire. The bullets did their job and officers found two men lying on the ground suffering from multiple gunshot wounds. Both victims were pronounced deceased. Dead as fried chicken.

Murders were a ‘targeted’ hit

And even as cops locked down the neighbourhood officers received a call for service in a nearby area. Seems there was a blue SUV, abandoned and set ablaze. The vehicle — stolen in Toronto — was used by the kill team before and after the rubout.

Cops called the double murder of 49-year-old Satan’s Choice member Pasquale Casciato and 34-year-old Christian Belsito, a “targeted” hit.

More than two dozen bullets were fired at the pair.

The first domino to fall was Gerard Murray, 48, of Windsor, who was arrested in the old hometown. He has been charged with two counts of first-degree murder and arson causing property damage.

Next up to bat was another Windsor boy, Glen Mousseau, 55, who — again, the world of crime can be small — was famously busted for his harebrained scheme of running marijuana in a mini-submarine under the Detroit River. He pleaded guilty in 2021 and was sentenced to 71 months imprisonment.

Finally, there is the star of the show, Moscone. He is now facing two counts of first-degree murder, arson causing property damage and firearm-related offences, while Mousseau was charged with accessory to murder after the fact, arson causing property damage and other firearm offences.

In the Project Bay charges, Moscone was hit with a slew of weapons offences, conspiracy to possess cocaine for the purpose of trafficking, trafficking cocaine, possession, etc., etc., etc.

Were Vaughan murders tied to bust?

And now we’ll circle back to the fleet of transport trucks controlled by Punjabi underworld figures and jammed to the rafters with blow and meth, gliding across the border.

A fistful of those named on the charge sheet had been pinched at Sarnia’s Blue Water Bridge, accused of trying one drug offence or another.

As for the double murder in Vaughan, it isn’t clear what sort of underworld machinations led to the demise of Casciato and Belsito. Was it connected to the blitzkrieg that hammered gangland Thursday?

Or was it a freelance piece of work?

In the criminal milieu it’s always a six-degrees of separation affair. No doubt it’s all tied together, one way or another.

None of the charges have been proven in court.
