CT DOC ombudsman report questions prison use of force

The Department of Correction (CT DOC) is under fire over a use-of-force incident that a state oversight office called “planned.”
A new report from the Correction Ombudsman found the incident involving inmate Richard Benson at Carl Robinson Correctional Institution in Enfield last May violated safety and policy standards.
Investigators said officers quickly moved in, used force, tried to remove suspected drugs from Benson’s mouth, and deployed a chemical agent that also affected other inmates — even though safer options were available.
No contraband was found on Benson.
He still faced disciplinary penalties, but a related criminal charge was not pursued.
The DOC said that they are reviewing the report and will have a formal response by the end of June.
“The DOC is also conducting a thorough review of its existing protocols, with the aim of identifying and implementing policy improvements where appropriate,” said a DOC spokesperson. “The oversight provided by the ombudsman is in alignment with, and ultimately serves to enhance, the agency’s core values of providing a safe environment in which to support the physical, mental, and spiritual health of those under its supervision.”
