Second arrest made in 2002 cold case murder of Plano father Frank Weiss

A second arrest has been made in the 2002 murder of a Plano father, veteran and businessman, as Frisco police continue to revisit the decades-old cold case.
Keith Hart was taken into custody Friday morning in Waxahachie on a murder warrant in connection with the death of Frank Weiss, according to Frisco police. The arrest comes 24 years after Weiss was killed and just two weeks after his wife at the time, Lisa Honrud, was also arrested in the case.
Weiss’ body was discovered near Lake Lewisville in 2002. Investigators say he had been wrapped in black bags, tied with rope and weighed down with 50-pound sandbags duct-taped to his legs. The Tarrant County Medical Examiner later determined he had been shot twice in the chest with a .38 caliber gun.
Detectives say the condition of the body suggested an effort to conceal the crime.
“It was pretty clear that they didn’t want him to be found,” Freeman said.
The renewed investigation began earlier this year, when a team of six detectives with Frisco police’s Crimes Against Persons Unit reopened the case and began re-interviewing witnesses, including Honrud and Hart.
“We started interviewing new witnesses. We started speaking with everybody that we could get a hold of,” Freeman said.
Freeman said inconsistencies in statements became evident early in the process.
“It became apparent pretty, pretty quickly,” Freeman said.
According to investigators, Weiss was killed less than a week after Honrud moved out of their Plano home and signed an annulment filed by Weiss, who had documented potential infidelity. Weiss was last seen having dinner with Honrud at Uncle Julio’s two days before his body was found.
At the time, Honrud told investigators Weiss had taken a last-minute trip to Cancun — a claim detectives now say was deceptive.
Freeman also pointed to conflicting statements about a .38 caliber gun allegedly connected to the case.
“Yeah, these are the kind of things that just didn’t make sense in her statements,” Freeman said.
Investigators say one of Honrud’s ex-husbands told them her father had given the couple a .38 caliber gun as a wedding gift. After Weiss’ murder, detectives say Honrud initially claimed she gave the gun to Hart and later said “we got rid of it” by throwing it off a bridge over Joe Pool Lake.
However, Freeman said Hart told investigators a different story — that Honrud gave him a small, six-shot revolver after the murder, claiming she was afraid of guns. Hart said he later sold the weapon to a co-worker and does not know what happened to it.
Frisco police say the investigation remains active and additional arrests could follow.
“We’re still investigating. We’re not done yet,” Freeman said.
The case has long impacted those who knew Weiss, affectionately called “Daddy Frank,” as investigators continue working toward justice.
