Chicago Ald. Scott Waguespack, holding up a pocketbook copy of the City Council's rulebook after aldermen blocked Mayor Brandon Johnson's last-minute bid to put a 3 percent millionaire tax referendum on November's ballot, introduced the same day using an emergency procedural maneuver meant for crisis situations. Johnson could have avoided the procedural fight entirely by introducing the measures at June's City Council meeting. Instead, the timing handed his opponents a process argument that let them kill the proposals without ever voting on their substance. (Chicago Tribune)
