Most of the slower speeds (or asymmetric speeds) come from not enough PCIe bandwidth or using a PCIe port with lanes connected through the chipset and shared with other peripherals.
Try using a PCIe port connected directly to the CPU. The motherboard manual will have a block diagram showing this.
