It sounds like they've far too many 'Van Wilder' students who perhaps need a cap on the number of degrees they can have! I do wonder though why the onus is always on the mount of young people in university rather than people in general?
I'm not accusing them of ageism or anything, but with falling western birthrates combining with little appetite from electorates to open the gates to foreign applicants it therefore makes more sense to upskill the rest of society instead.
