A former state parks superintendent accused of secretly recording nearly two dozen naked lifeguards in a beach locker room and sharing some of the images with friends faces felony and misdemeanor charges in Orange County.
Kevin Pearsall, 59, of Long Beach, was charged with five felony counts of eavesdropping, 23 misdemeanor counts of secretly filming another and three misdemeanor counts of unlawful dissemination of private recordings, according to the Orange County District Attorney’s Office. Pearsall, the subject of a $500,000 arrest warrant, turned himself in Tuesday and was released on his own recognizance with arraignment scheduled for Aug. 6 in Westminster.
It was not immediately clear whether Pearsall has an attorney who could speak on his behalf.
The alleged offenses occurred in the men’s locker room at Bolsa Chica State Beach Lifeguard Headquarters and victimized 23 lifeguards and other workers, none of whom consented to being recorded, prosecutors said. The investigation stemmed from the discovery of a USB memory stick data storage device with a hidden camera in the men’s employee locker room at the lifeguard headquarters in July 2025.
After a review of the device’s content by state parks officials, the case was turned over to the California Highway Patrol. Investigators determined that the hidden cameras in the locker room recorded both audio and video over the course of 11 months, starting in August 2024, prosecutors said.
Pearsall was a California State Parks superintendent from 2024 through July 2025. The sworn law enforcement position oversees management and operations of state parks in the Orange Coast District, including Orange County.
The State Parks department issued a statement that said, in part, “California State Parks takes these charges very seriously and has fully cooperated with law enforcement through every step of the investigation.”
Pearsall also allegedly sent images of three different victims recorded in the locker room to two men, prosecutors said.
He was employed by California State Park from 1994 until retirement in July 2025. Pearsall was on administrator leave during the investigation.
The Bolsa Chica State Park employee locker room is not open to the public. It can be accessed by full-time personnel, seasonal lifeguards, office staff, maintenance, and park aides.
“Instead of protecting his employees, Pearsall used his position to spy on the men who worked for him while they were in the place where they should have been the safest and then share those intimate images of his victims,” Orange County District Attorney Todd Spitzer said. “These victims had their privacy violated in such a disgusting way, and we will do everything we can to ensure they receive the justice they deserve.”
Pearsall faces a maximum sentence of 18 years and eight months behind bars if convicted on all counts.
