The winter storm may strain the budgets of families already struggling to pay energy costs. Here’s what to know if you won’t be able to pay.
PAYMENT PLAN PROTECTIONS
Associate State Director for AARP Texas Stephanie Mace said many energy providers, including gas and electric, are willing to work out a payment plan if you ask.
“Make them aware that you’re on a limited budget, make them aware that maybe you won’t receive your paycheck until a couple of weeks out from the due date, be as transparent and open with them as possible,” Mace said.
“Let them know your full situation. Maybe it’s letting them know that you can only make a $20 payment now,” added Mace.
Ask about deferred payment plans or payment assistance. Make the call before the due date to avoid late fees and potential disconnection.
According to Public Utility Commission of Texas rules, electric customers who are meeting the terms of their payment plan cannot be disconnected. The PUC in Texas said if a consumer contacts their electric utility and says they can’t pay their bill, the provider must tell the consumer about all alternative payment and payment assistance programs available.
Customers with questions can contact the PUCT’s Consumer Protection Division at 1-888-782-8477 or consumer@puc.texas.gov.
If you’re in a co-op or get your power through your city, check with the co-op administrators or your city about payment plan options. Co-ops or municipal utilities don’t fall under PUCT customer service rules.
Consumers who face energy bills they can’t pay can dial 211 to ask for referrals to local nonprofits that offer cost-of-living help.
MEDICAL EXEMPTION RULES
Consumers with medical conditions that would worsen without electricity can apply for an exemption that gives them more time.
To qualify, PUCT said a consumer must enter into a deferred payment plan with their retail electric provider and have their doctor submit this form to their transmission and distribution utility.
For many North Texans, the TDU is Oncor. The retail electric provider is the company you pay for electric service.

EXTREME WEATHER DISCONNECTION RULES
PUCT said its rules prohibit the disconnection of electricity service for non-payment during extreme weather emergencies. That’s when the previous day’s highest temperature did not exceed 32 degrees Fahrenheit, and the temperature is predicted to remain at or below that level for the next 24 hours anywhere in the county, according to the nearest National Weather Service reports.
