Two Massachusetts State Police troopers have been suspended in connection with an August sexual assault incident that was reported at the barracks on Martha’s Vineyard.
Ryan Costello and Robert Branca were suspended with pay on Thursday, according to state police, who said the Oak Bluffs incident remains the subject of a criminal investigation and a state police internal affairs investigation.
Oak Bluffs Police Chief Jonathan Searle said last week that 27-year-old Edward J. Brown, a Boston Public Schools employee, had been arrested on a rape charge in the incident. Brown was arraigned in Edgartown District Court, where he pleaded not guilty and was ordered held on $10,000 bail. He’s due back in court Dec. 3.
Officials had previously said, before the arrest, that a person alleged in August they’d been sexually assaulted by someone visiting Martha’s Vineyard to see a trooper who was assigned there. It’s unclear which trooper Brown was staying with. Further details about the troopers’ suspensions were not immediately available.
“These allegations are deeply troubling,” Colonel Geoffrey Noble said in a statement. “The Massachusetts State Police are fully cooperating with the ongoing criminal investigation and conducting an internal review of applicable policies, visitor authorization procedures and compliance with established requirements. I am committed to maintaining the highest standards of safety, security and accountability at all State Police facilities and ensuring that any identified deficiencies are addressed with appropriate corrective action.”
Brown’s attorney, Anthony Ellison, said his client maintains his innocence. Prosecutors say Brown’s accuser was found naked along a road near the barracks in Oak Bluffs around 1 a.m. on Aug. 15.
Resources for victims of sexual assault are available through the National Sexual Violence Resources Center and the National Sexual Assault Telephone Hotline at 800-656-4673, and Massachusetts provides this list of statewide and resources for sexual assault survivors.
One of the 911 callers stayed with the woman, who was taken to Martha’s Vineyard Hospital. That’s where investigators learned that she had been out with friends that night at an establishment when Brown grabbed her backside and tried buying her a drink. The next thing she remembered was waking up naked, with Brown also naked on top of her, before running down two flights of steps and being found outside on the road.
The alleged assault happened in temporary housing that is available to a small number of troopers assigned to the Island to support the summer season. These accommodations are located in a structure separate and apart from the barracks itself on Temahigan Avenue.
Noble prohibited overnight guests at the temporary housing units used by troopers during seasonal assignments on Martha’s Vineyard and Nantucket in the aftermath of the incident. He also ordered a formal written policy be developed that requires prior written approval from the barracks commander for visitors to enter non-public areas of state police property, where they must remain accompanied at all times.
State police are continuing to monitor developments as the criminal and internal affairs investigations into the matter proceed.
