There are only three questions here that seem relevant. 1) Has the town allowed any religious groups to use public land to promote their "product". Clearly the answer is, yes. 2) did the plaintiffs ask for equal treatment for their religious "product". Again, the answer is clearly, yes. That leaves the unanswered question 3) what standing does a religious group have to have to make a request? In other words must the request be made by an ordained/licensed/etc. religious official on behalf of a recognized religious organization. Or can anyone make the request based on their personal religious beliefs? Or their personal lack of religious beliefs in the case of an atheist or a group of atheists?
