New Growth Areas for SUSU: Experts and University Team Sum up the Results of a Cross-University Peer Review

September 29th through September 30th, South Ural State University hosted a cross-university peer review as part of the Priority 2030 program. Over the course of two days, the university team and invited experts analysed the key areas of SUSU’s development, identified growth areas and jointly sought specific solutions to help our university move forward.
The review brought together vice-rectors, heads of structural units and strategic technology projects, researchers, engineers, students and representatives of the university’s industrial partners. The expert group included Boris Filippov, Head of the Expert Group at the Socio-Centre Federal State Autonomous Scientific Institution and Director of the Development Program Directorate at the Moscow Aviation Institute; Beniamin Shakhnazarov, Head of the Centre for Legal Support of Foreign Economic Activity, Import Substitution and Industrial Development at Moscow State Law University; and Zulfiia Sadykova, Head of the Project Management and Entrepreneurship Department at Ufa University of Science and Technology.
“I feel confident that the review will provide us with an objective assessment of the university’s progress, allow us to see our strengths, the changes that have taken place and the dynamics of our development, as well as assess the quality and substance of these changes. This is what enables us to take a deeper and more meaningful look at the university’s development within the framework of the Priority 2030 program. Sharing experience with the experts will help us identify new growth areas, formulate tasks that we currently need to address and find additional opportunities for a more dynamic university development,” emphasized Alexander Wagner, Rector of South Ural State University.
According to Boris Filippov, Head of the Expert Group, an important part of the review is not only assessing the results achieved but also jointly designing the university’s future development:
“The main objective of the review for the university activity is to assess where it stands today and design its future. To do this, it is necessary to consider issues related to the current situation, ambitions and barriers that may influence the university’s development.”
On day one, participants analysed the current situation and key challenges in four areas: SUSU’s role in our region’s and our country’s science and technology agenda; team and leadership; technological leadership in industrial robotics; and the HR development system.
The experts also explored the university’s research and technological infrastructure. Participants presented SUSU’s developments and projects related to advanced modern technologies and the university’s cooperation with industrial partners.
“The university has a very strong team, outstanding results in strategic and technology projects, and unique industry-oriented faculties that have no counterparts in Russia. These changes need to be preserved and supported, while being given new meaning and resources,” stressed Zulfiia Sadykova, Head of the Project Management and Entrepreneurship Department at Ufa University of Science and Technology.
During the group work, participants identified the problems, gaps and barriers, analysed their causes and management constraints, and then developed a target vision for the university’s development in each area.
On day two of the review, the teams focused on finding specific solutions. In a “carousel” format, each group presented its target vision and key challenges to colleagues. The participants then discussed possible measures and tools, assessing their feasibility and the resources required for their implementation.
A separate session was devoted to generating management solutions. Each group formulated key initiatives and measures, which were included in the final recommendations, and prepared a presentation of the results of the two-day work.
“The cross-university peer review is a very valuable format. First, it gives the university team an opportunity to jointly discuss issues related to the university’s development, as such an opportunity is extremely rare. Second, the review is based on the “peer-to-peer” principle and involves an exchange of views and comparison of approaches with representatives of different universities, drawing on their experience and best practices,” noted Beniamin Shakhnazarov, Head of the Centre for Legal Support of Foreign Economic Activity, Import Substitution and Industrial Development at Moscow State Law University.
The review concluded with a final plenary session. Representatives of each group presented their results, followed by an open discussion with the experts. Participants exchanged feedback and proposals.
Based on the results of the cross-university peer review, the expert team prepared recommendations that will help determine further steps for implementing SUSU’s development program and improving the university’s strategic areas.
A cross-university peer review is a format for professional peer assessment among universities, in which representatives of higher education institutions jointly analyse development programs, exchange experience and seek solutions to current challenges. The project is implemented at the initiative of the Ministry of Science and Higher Education of the Russian Federation with the support from the Socio-Centre Federal State Autonomous Scientific Institution.
South Ural State University is a participant in the Priority 2030 program and is developing projects in three strategic areas: “Intelligent Manufacturing,” “Fundamental Principles for the Synthesis and Use of Non-conventional Materials,” and “Ecology of Industrial Agglomerations.”
