math/arpack-ng: enable Python support by default
- switch to cmake in order to enable Python
(indirectly needed to upgrade Code_Aster)
- optionalize Python and enable it by default
- don’t enable ICB and EIGEN with MPI
- Python implies ICB and deactivate MPI, therefore nompi is the default
- switch to OpenBLAS
- remove ATLAS
