On 30 SEP 2026, Project Manager Electromagnetic Warfare & Collection (PM EW&C) introduced Lt. Col. Philip Anklin as the new lead for Strategic Spectrum Warfare (SSW) at Aberdeen Proving Ground (APG), Md. Hosted by Col. Scott Shaffer, PM EW&C, the ceremony also honored Garry Moore who led SSW since its inception three years ago.

Moore drove the development, acquisition, fielding, and lifecycle support of the Army's top-priority SIGINT and EW systems, including Terrestrial Layer System Echelons Above Brigade (TLS EAB), Theater SIGINT System (TSIGS), and Multi-Domain Task Force (MDTF) urgent acquisition efforts.

Shaffer reflected on Moore’s speed, technical mastery, strategic awareness and approachable mentorship. “Going fast and taking risks while able to pivot the program to meet demands, Garry developed cognitive software and highly mature, commercial systems…bringing the TLS EAB to a rapid fielding decision in November,” said Shaffer.

As the first Product Lead for SSW, Moore established the organization’s mission, vision, funding, staffing and priorities. He leveraged various hiring authorities to expand the organization to a combined workforce of 60 military, civilian and contractor personnel. Together, he and his team are having an exceptional impact on achieving spectrum dominance for the next fight.

Competing against near-peer adversaries to dominate the electromagnetic spectrum, Moore successfully led the TLS EAB program through rapid prototyping and positioned the program to support a production decision in FY 2027. Simultaneously, he initiated the TSIGS program, a SIGINT system for maintaining situational awareness and threat warning. This program is scheduled to achieve full operational capability by the end of FY 2027. Moore also closed several rapidly growing capability gaps by addressing multiple Urgent Operational Needs Statements for MDTF 1, 2, and 3.

Anklin rejoins PM EW&C after serving as the Portfolio Lead for Program Acquisition Executive Command & Control/Counter Command & Control for the Global—Tactical Edge Acquisitions Directorate, Pathways for Innovation & Technology at APG. His first Army Acquisition Corp assignment was with PM EW&C when he served as the assistant PM for Dismounted EW, PM Counter Radio Controlled Improvised Explosive Device, Electronic Warfare from 2013 to 2015.
