Wild dashcam video shows rollover crash that ended Miami-Dade kidnapping and chase

New dash camera video shows the moment a pickup truck flipped over while troopers were in pursuit following a kidnapping incident in Miami-Dade in May, officials said.
According to the Florida Highway Patrol, troopers on May 13 responded to the area of Northwest 22nd Avenue and 103rd Street in search of a red Dodge pickup truck that was involved in a kidnapping.
Authorities said someone had called 911 about a red truck that was possibly involved in a burglary at the Hard Rock Stadium the day before and came back. Officials said a man took pictures of the vehicle and got inside the bed of the truck looking for stolen items, not knowing 30-year-old Ronald Kelly was in the driver’s seat and about to take off.
The man told officers that he jumped in the bed of the truck for his safety and called 911 to give real-time location updates, authorities said.
According to the arrest report, Kelly got on the Turnpike, and the Florida Highway Patrol soon spotted the truck in Miami’s West Little River neighborhood, but the driver would not stop.
Before crashing, state troopers said Kelly was speeding through a construction zone, hit several barricades and almost hit a worker.
Dash camera video showed a trooper tailing the truck throughout Miami-Dade as the driver speeds through several construction zones with the alleged victim still in the truck bed. Footage captured on surveillance cameras also shows the pickup skidding out and hitting a stop sign from the side.
About 12 minutes into the chase, the trooper performs a PIT maneuver near Northwest 18th Avenue and Northwest 86th Street, and the pursuit comes to a crashing end.
The car overturns, and the impact appears to launch the alleged victim out of the vehicle. Then, the man gets up, walks around, puts his hands up and eventually steps out of the street before officers close in on him.
Law enforcement can be heard screaming: “He’s the victim! He’s the victim!”
According to the arrest report, Kelly told detectives he later realized someone was in the back of his truck, but didn’t stop because that man was threatening him and he feared for his safety. The victim told detectives that he didn’t know anyone was in the truck when he was checking it out.
Cynthia Hulett was home when the crash smashed her Nissan Altima.
“It was just a lot of lights outside, and we heard a loud crash,” she said. “Then I came outside, the car was all messed up.”
Authorities said “the subject was apprehended and the victim was recovered without further incident.”
Kelly appeared in bond court on crutches, where he faced multiple charges including kidnapping, false imprisonment, burglary and fleeing and eluding authorities.
