Huanggang Port in Shenzhen, set to reopen with a novel “joint inspection” clearance model, is a game changer that will redefine travel convenience and expedite regional integration under the central government’s drive.
Authorities on both sides are rightly gearing up for the opening day, widely expected to be some time in September. They will conduct operational trials for entry and exit under the “co-location” arrangement, incident and counterterrorism drills, and transport tests, in the hope of providing a seamless experience at what is set to be the world’s largest land border crossing. Unlike existing ports with co-location that still require travellers to undergo inspection twice, Huanggang’s clearance process involves only one queue.
The revamped nine-storey building in Futian district is not just a state-of-the-art hardware makeover. It also involves intense joint efforts to establish the legal basis for the unique joint inspection operation. In June, the National People’s Congress Standing Committee authorised Hong Kong to exercise jurisdiction in part of the port area. The Legislative Council swiftly passed the relevant bill on July 17 for enforcement on July 31, followed by another two pacts signed by mainland and Hong Kong officials last week.
Authorities say the new joint inspection model will cut typical clearance time from around 30 minutes to about five, supported by 134 automated channels and 68 manual counters. It is designed to accommodate 200,000 passenger trips a day, rising to 300,000 once the MTR Northern Link Spur Line is ready. A fully operational Huanggang is positioned to be the most important 24-hour passenger land border crossing between Hong Kong and Shenzhen.
All these would not have been possible without the central government’s support in accelerating the development of the Greater Bay Area, a state strategy to turn 11 southern cities into an economic hub. The new checkpoint underlines Beijing’s recognition of the need to ease the entry and exit restrictions that could hold back the pace of integration.
Vital role for Hong KongThe way forward is not just about making entry and exit easier, but also enhancing connectivity beyond the border. Hong Kong will connect seven franchised bus routes and extend six minibus routes to the checkpoint, while the port building is already connected to Shenzhen’s metro line seven. It will also link to the high-speed intercity railway connecting Shenzhen, Guangzhou and Dongguan.
