Monsoon rains and cyclones kill 23 in Philippines

At least 23 people have died and thousands have been displaced across the Philippines as heavy rains from the enhanced southwest monsoon combined with tropical cyclones Luis and Maymay triggered severe flooding and landslides, according to the National Disaster Risk Reduction and Management Council (NDRRMC), Qazinform News Agency cites Anadolu Agency.
