ВСУ перестали сообщать, сколько ракет запускает Россия, «чтобы не подрывать моральный дух общества», пишет Financial Times.

Ukraine offers Russia Black Sea truce on civilian targets: Report.
Ukraine has sent Russia an offer proposing that both sides halt attacks on civilian targets in the Black Sea, Reuters reported Thursday, citing a source familiar with the matter.
The offer was transmitted by Kyiv through a third party, and Ukraine is still waiting for a response, the source told Reuters.
Before the report, Russian Deputy Foreign Minister Alexander Grushko said Moscow had received no formal Black Sea ceasefire proposal.
"Recently, we have been hearing many calls for various kinds of moratoriums and truces. These ideas are being put forward through various channels, but we have not received any formal proposals," Grushko said, according to Russia's state news agency Tass.
The reported offer comes as mounting strikes on vessels and ports in the Black Sea and the Sea of Azov raise fears over global food supplies.

Attacks disrupt grain shipments.
Intensifying attacks on ports, grain terminals and commercial ships in the Black Sea and the Sea of Azov are disrupting Russian and Ukrainian grain shipments, fueling concerns over global food security.
Russia is the world's largest wheat exporter, while Ukraine is known as Europe's breadbasket.
Ukraine's grain and oilseed production is expected to rise from 80 million metric tons last year to 81 million this year, with agricultural products making up around 60% of its total exports.
The United Nations said global agricultural markets are beginning to feel the effects of the attacks, calling for efforts to prevent tensions from escalating.
The U.N. World Food Programme warned that Ukrainian grain shipments could be further disrupted if attacks on shipping routes continue, deepening global food insecurity.
Ukraine says port traffic sharply affected
Some 35 attacks were carried out against ships in ports, 22 against ships at sea and 67 on port facilities last month, according to Ukraine's Infrastructure Ministry.
Ships in Ukrainian ports were targeted a total of 14 times last year, the ministry said.
Russia's escalating attacks on ports and surrounding infrastructure in the Odesa region are affecting the main route used for Ukrainian agricultural exports, more than 90% of which are shipped through ports in Odesa and the surrounding area.
Ports in Odesa, Chornomorsk and Yuzhny have seen commercial traffic largely come to a halt since the second half of July as security risks increased.
Taras Vysotskyi, Ukraine's agricultural policy and food minister, said shipowners had temporarily suspended sending vessels to the country's Black Sea ports to load agricultural products as of July 22.
He said alternative export routes would not reach full capacity until the end of August.
Vysotskyi said land and river routes, even at full capacity, would not be able to handle half the volume of shipments normally carried through Black Sea ports.
Danish shipper Maersk temporarily suspended its feeder service through Chornomorsk port and is rerouting cargo to Romania's Constanta port. Existing export bookings may be canceled or the loading port may be changed to Constanta.
Russia, Ukraine trade accusations.
Russia has repeatedly sought to block Ukrainian port operations and shipments that are key to Kyiv's war-hit economy.
The Russian Defense Ministry says the targets it struck in attacks on Ukrainian ports and ships were used for military purposes.
Kyiv says a significant portion of the targeted facilities and vessels were used for civilian trade and agricultural exports.
Ukraine has also intensified drone attacks on Russian ports, grain terminals and commercial vessels along the Black Sea and Sea of Azov coasts.
Russia's major grain export terminals at Taman port were reportedly attacked, while some terminals along the Black Sea coast have limited grain intake by land transport because of security risks.
Operations at the Port of Taman were affected by restrictions on ship movements in the Sea of Azov introduced on July 10.
Grain shipments continue from the ports of Novorossiysk and Tuapse, but loading speeds have slowed because of security measures and restrictions.
The nonprofit Rusgrain Union warned that attacks on commercial vessels and port infrastructure threaten Black Sea shipping and that export corridors could close if conditions persist.
Both Moscow and Kyiv deny accusations of targeting civilian ships and port infrastructure, saying they are striking targets linked to military activity.
Türkiye urges moratorium
Türkiye last Sunday conveyed its concerns about attacks to Russia and Ukraine, saying both sides should declare a moratorium on attacks in the Black Sea.
The Black Sea Grain Initiative was signed in Istanbul in July 2022 by Türkiye, Russia, Ukraine and the U.N. to prevent a potential global food crisis.
While the Black Sea grain corridor was open, more than 1,000 ships delivered around 33 million metric tons of grain to global markets and for humanitarian purposes.
The corridor facilitated Ukrainian grain shipments to global markets and helped ease global food price pressures.
After Russia withdrew from the deal in July 2023, Ukraine established an alternative maritime corridor along the western coast of the Black Sea, close to the territorial waters of Romania and Bulgaria.
The route had remained operational until the latest round of escalation, while alternatives by rail and through the Danube remain limited, according to Kyiv.
The current de facto blockade of Black Sea ports has sent Ukrainian grain exports tumbling 76% year-on-year so far in August, with the agricultural sector warning of major consequences for the economy if it persists.
If tensions in the Black Sea and the Sea of Azov continue, grain shipment disruptions could affect prices and lead to supply pressures, especially in African and Middle Eastern countries that rely on imports from the region.

Die Welt.

Russia seeks clarifications from US, Türkiye over reported arms transfer to Ukraine.
Russia's Foreign Ministry has requested clarifications from Washington and Ankara following the disclosure by the US Congress of information suggesting the United States and Türkiye may transfer American-made weapons currently held by the Turkish army to Ukraine, ministry spokeswoman Maria Zakharova said Saturday.
"The Russian Foreign Ministry has requested clarifications in Washington and Ankara in connection with the information disclosed by the US Congress," Zakharova said in a written response to a media inquiry published on the ministry's website.
Ministry questions scale and purpose of transfer
Zakharova argued that any such deliveries would be unable to "seriously affect the development of the special military operation along a just Russian scenario," using Moscow's official designation for its military campaign in Ukraine. She said the consequences of the transfer would extend beyond the battlefield.
"It is not only about the casualties and destruction that the authorities in Kyiv seek to scale up, but also about serious damage to our bilateral relations with Washington and Ankara," she said, adding that "multifaceted damage from such supplies is inevitable."
She also questioned the transparency of the process, saying the circumstances of the transfer "remain highly contradictory" and that it was unclear who had initiated the re-export or how and when the shipment would reach its recipients in Kyiv.
Arsenal includes rocket systems and ATACMS missiles
Zakharova said that, according to documents recently made public by the US Congress, the potential shipment includes offensive weapons systems. She specified twelve multiple launch rocket system (MLRS) launchers along with more than 2,500 unguided cluster munitions for them, 47,000 cluster artillery shells of 203-millimeter caliber, and 70 ATACMS tactical ballistic missiles.
MLRS launchers and ATACMS missiles are US-produced systems that have previously been supplied to Ukraine by Washington directly; ATACMS has a range exceeding 300 kilometers.
Separately, Russia's state news agency RIA Novosti reported that, per official US congressional documents, the State Department had notified lawmakers of a proposed transfer of American weapons systems held by Türkiye, including MLRS launchers and ATACMS missiles, to Ukraine.
According to the same documents, the transfer would be carried out through private Turkish companies MKE, ASFAT and ARCA Savunma, the Bulgarian private company VTIC International Ltd., and American private firms Pansophico and Patriot Defense Group.
Moscow says peace rhetoric undercut by arms flow
Zakharova said Washington and Türkiye are both countries that have claimed a special role in resolving the Ukraine conflict and have stated a priority on reaching a political and diplomatic solution.
She said combining that rhetoric with continued arms supplies "inevitably undermines mutual trust," pointing in particular to repeated assurances from Turkish officials that Ankara avoids "lethal" deliveries to Kyiv.
In a further comment carried by RIA Novosti, Zakharova said it was unclear what had motivated the US and Turkish governments to "open another Pandora's box" that would prolong the conflict and, in her words, the "agony of the Kyiv regime," resulting in additional loss of life.

The Great Stink of 2026? Hot, dry summer leaves London holding its nose.
Experts say putrid stench shows overhaul of sewers is needed – like the one prompted by the Great Stink of 1858.
London was “reeking with ineffable and intolerable horrors” after weeks of temperatures exceeding 30C and minimal rainfall. This was Disraeli’s description of the Great Stink of 1858, but something similarly disgusting has been happening this summer.
Once again, an exceptionally hot and dry spell has exposed the putrid stench of untreated human waste.
“There’s been a bad smell around for weeks,” said Simon Birkett, the founder and director of Clean Air in London. “After campaigning for 20 years my nose is a bit of connoisseur for air pollution, and there really is a stench.
“If you go anywhere near a stormwater drain you can almost feel it wafting up. The general public are not going to forget the summer of 2026 and one of the symptoms is this toxic stench.”
Drainage experts say this summer’s stench should prompt a radical overhaul of an outdated system, just as the Great Stink ushered in a new sanitation in the Victorian era.
Prof Barbara Evans, the chair of public health engineering at Leeds University, likened the current sewer network to a “giant intestine”.
She says: “In our guts we have a massive microbiome designed to break down organic materials. When we put all that plus the carbon, nitrogen and phosphorus that’s in our gut into the sewer, the process just carries on.”
With frequent rain, this foetid mix would get washed through the sewers to water treatment works, where organic waste is broken down into gases, Evans said.
But in a drought, the fermenting sewage stays in the drains. Evans said: “The microbiological decomposition is currently happening more in the pipes, rather than at the treatment works. And that’s what we’re smelling.”
As a result – and like our digestion – the sewage system “farts and burps”, Evans says. “When microbes get excited they give off a load of gas, so it comes in wafts. It’s a cocktail of methane, [and] a little bit of hydrogen sulphide, which gives the rotten egg smell. There’s also nitrous oxide, which you can’t smell, but it will be in the mix.”
Heat accelerates this microbial activity, according to Simon Clarke, professor of cellular microbiology at the University of Reading. “Bacteria and other microorganisms that decompose organic matter often work more quickly at warmer temperatures, increasing the release of gases that we perceive as unpleasant smells.”
The current stench from the drains is the flip side of creaking system that allows raw sewage to pollute seas and rivers during heavy rain. Evans said: “If you couple the stench with the anxiety about sewage spills, it all points to wastewater system that is very old in a world that has changed a lot.”
Unlike sewage spills, the smell, however unpleasant, is not a risk to the public – or at least not yet. Evans said: “If you get a buildup of gas in the sewers, that could be risky, because methane is an inflammable gas. The risk is tiny, so it’s not yet a public health issue; it is more a public wellbeing and pleasantness issue. The reason we’re noticing it is the because we’re at the extreme of what the system can cope with.”
Evans, whose areas of expertise include “faecal sludge management”, said the public and policymakers were squeamish about confronting these issues.
“People don’t want to talk about it, they want to flush it away and forget about it as they have for 150 years. But it’s the foundation of a civilised world – if you don’t manage it, it’s disgusting and dangerous.”
The UK’s drainage system is still based on the work of the pioneering Victorian civil engineer Joseph Bazalgette, who designed London’s new sewers in response to the Great Stink.
Evans hopes the current stench prompts another overhaul. “I hope it triggers a national conversation. We have to rebuild the system to cope with our new reality of both hotter and drier periods and wetter periods.”
She recommends rebuilding the system so that so-called “grey water” from sinks and baths is separated from the “black water” from toilets. Such systems, which are being introduced in Sweden and Germany, stop rainwater entering the sewers by reusing it in homes and recharging aquifers with it to help replenish water supplies. “You have to design the sewers so that even if it’s not raining it will still work hydraulically and you don’t get the stench,” she said.
Only when the rain finally comes will the microbes smell sweet, according to Clarke.
He said: “Bacteria are also responsible for one of the finest and most iconic smells of a British summer: the petrichor smell of summer rain, which occurs when bacteria in the soil are released by the rain and reach our noses. You don’t need to be a microbiologist to appreciate the beauty of that.”

n unmanned aerial vehicle (UAV) that washed ashore off the coast of Akcakoca, in Türkiye's northern Duzce province, was taken in for examination after beachgoers reported a suspicious object in the water, the Duzce Governor's Office said.
Residents at Cinar Beach in Akcakoca spotted an object resembling a drone near the shoreline and reported it to security forces, prompting a brief period of panic on the beach.
According to a statement from the Duzce Governor's Office, the Coast Guard's Western Black Sea Operations Center received a report at approximately 4:50 p.m. on Aug. 10 of a suspicious object off Cinar Beach in Akcakoca.
Teams dispatched to the area took necessary security measures, and the object that had fallen into the sea was assessed to be a UAV, according to the statement.
The device was moved to a secure area and brought under control by Underwater Defense Teams (SAS), the Governor's Office said.
SAS is an elite naval specialized unit functioning primarily as an Explosive Ordnance Disposal (EOD).
The statement said the necessary examination and assessment of the incident had been completed and that there was no negative situation warranting public concern.

What happened at the scene?

SAS and police teams were dispatched to Cinar Beach following the report, moving beachgoers away from the area and taking precautionary measures around the site.
An investigation was launched to determine where the object that washed ashore had come from.
The drone's specific type and origin are expected to become clear following a technical examination, according to the statement.
Some observers have suggested the drone resembles the Russian-designed Geran-2, itself a variant of the Iranian-designed Shahed-136 loitering munition.
This is not the first incident and appears not to be the last one.
Since late 2025, Turkish authorities have recorded a series of drone discoveries along and near the Black Sea coast, most assessed to be linked to the ongoing Russia-Ukraine war, with devices found or crashing in provinces including Ordu, Zonguldak, Bartin, Samsun, Artvin, Balikesir and Istanbul.
In several of these cases, examined drones were assessed to be of Russian origin, including Geran-2 models based on Iran's Shahed-136 design, while others were identified as Ukrainian-type or unidentified systems.

Ukraine reportedly halts tanker strikes near Russian port at Vance's request.

Ukraine has paused drone strikes on oil tankers using Russia's Black Sea port of Novorossiysk after a request from U.S. Vice President JD Vance, the Financial Times (FT) reported, citing Ukrainian officials, even as Kyiv carried out one of its largest attacks yet on the port's naval base and grain terminals the same day, killing at least two people.
The request, made in late July, followed U.S. alarm that Ukraine was destabilizing oil markets and harming U.S. firms by targeting tankers carrying crude piped from Kazakhstan to a Caspian Pipeline Consortium (CPC) terminal at Novorossiysk.
Vance asked Ukrainian President Volodymyr Zelenskyy to halt the attacks during a call on July 31, according to Ukrainian officials and other people familiar with the matter, cited by the FT.
Ukraine has not struck tankers near the CPC terminal since, according to the officials and the FT's analysis of open-source information.
Ukraine agreed not to target CPC infrastructure or non-Russian vessels, as long as those ships were not under Ukrainian sanctions and were not carrying Russian oil or other Russian cargo, the officials told the FT.
"We very carefully listen to our American partners," a senior Ukrainian official said, adding that Kyiv has established relevant "mechanisms" in response to the U.S. request. The CPC had been "a regular part of the conversation with the US and the Kazakh governments," the official said.
A U.S. official confirmed to Reuters and the FT that the Trump administration had warned Ukraine to "cease and desist" from targeting non-Russian vessels in the Black Sea, as well as CPC infrastructure, saying Washington views the CPC as an alternative to Russian energy supplies.
"The administration views the CPC as a vital conduit of Kazakhstan-origin energy for European markets that serves as an alternative to Russian energy supplies," the official told the FT.
A person familiar with Ukraine's position told the FT that Kyiv agreed to the request in part because it is seeking a U.S. license to produce Patriot interceptor missiles and hopes to buy several hundred of them before winter, when Russia is expected to intensify aerial assaults on critical infrastructure.

Kazakh oil exports hit hard before pause

Black Sea drone attacks took out as much as a fifth of CPC oil loadings in July, according to four sources familiar with the data cited by Reuters, as the war spilled over to hit sales by Kazakhstan and Western oil majors.
Kazakhstan, which relies on the CPC route for crude exports, suffered a 14% drop in oil production in July compared with June, the sources said. Chevron and Exxon Mobil are among the major Western companies operating there.
Chevron owns 50% of Tengiz, Kazakhstan's largest oil field, and Exxon owns 25%.
CPC loaded just 1.3 million barrels a day in July, down more than 300,000 barrels a day from the previous month and 600,000 barrels a day fewer than in May, according to Kpler data.
A tanker chartered by Exxon was hit while waiting to load at the CPC terminal on July 17.
Chevron CEO Mike Wirth said last month the company was working with the U.S. and other governments to ensure the "pipeline stays flowing."
Vance's request was not the first time U.S. officials sought to deter Ukraine from hitting American business interests in Russia.
In February, then-Ukrainian ambassador to Washington, Olha Stefanishyna, said she received a demarche from the U.S. State Department following a Ukrainian drone strike on Novorossiysk port late last year.

Ukraine strikes Novorossiysk's naval base and grain terminals

While avoiding CPC facilities, Ukrainian missiles and drones attacked the Russian naval base in Novorossiysk early Wednesday, which Zelenskyy said was "the last major stronghold of the Russian fleet in the Black Sea."
"Our Palianytsia jet-powered drones, Neptune missiles, and unmanned naval systems successfully struck the designated targets," Zelenskyy said.
"Hits on air defense positions, piers, and seaport infrastructure have been confirmed," he added, sharing video showing Russian air defenses attempting to shoot down the weapons.
Ukraine's SBU security service described the attack as having "strategic significance," saying Kyiv's forces hit the naval base with drones and missiles.
Zelenskyy said two frigates, a large landing ship, a corvette and other vessels were hit.

The attack killed at least two people, including an 8-year-old child, regional Governor Veniamin Kondratyev said in a statement.
Novorossiysk Mayor Andrey Kravchenko wrote on Telegram that the port suspended its water supply and declared an emergency after the strikes, with four enterprises, more than two dozen residential buildings and some educational facilities damaged.
Two major grain terminals were forced to halt operations, Reuters reported, citing Russian and Ukrainian officials and grain industry sources.
Because Russia is the world's largest wheat exporter, the strikes on the grain terminals raised fears of a disruption to global supplies.
Chicago wheat futures rose about 3% Wednesday after the attack.
Russia's Agriculture Ministry said it was working to redirect export flows to alternative routes, with Russia's main grain lobby group having warned last month that Ukrainian attacks could shut down Black Sea grain exports, pushing up prices and causing hunger in Africa and the Middle East.

Russia strikes back at Ukraine's Danube port
Russia struck the area around Ukraine's largest Danube port, Izmail, overnight, causing damage and a fire, regional authorities said on Telegram.
Izmail, near the Romanian border in the Odesa region, handles grain and other commodities. The attack came a day after Ukraine's strike on Novorossiysk.
Romania, a NATO and EU member, scrambled two fighter jets after an aerial target spent about 10 minutes in its national airspace before leaving for Ukraine, its defense ministry said on X.
In Crimea, annexed by Russia from Ukraine in 2014, more than three dozen drones were shot down over Sevastopol Wednesday, Russian-installed Governor Mikhail Razvozhayev said on Telegram.

Grain exports collapse, devastating Ukrainian farmers

Ukrainian grain shipments plunged 76% year-on-year in the first two weeks of August, Ukraine's Agriculture Ministry said. Separately, Ukraine and Moldova agreed to a plan for routing Ukrainian grain shipments through Moldova by rail.
Speaking to Reuters, a farmer, Serhiy Rybalko, who lost two-thirds of his land when Russia occupied parts of southern Ukraine at the start of the 2022 invasion, said a potentially good harvest has been thrown into jeopardy by the near-halt in agricultural exports from Ukraine's Black Sea ports, according to Reuters.
"There is nowhere to send this grain," the 57-year-old said, adding, "This is a complete disaster for farmers."
He said buyers, including major exporter Nibulon, have stopped purchasing.
Farming accounts for nearly 60% of Ukraine's export revenues, and roughly 90% of the country's wheat, corn and sunflower seed exports move through the Black Sea.
Denys Marchuk, deputy head of Ukraine's main farmers' union, the UAC, said Ukraine supplies around 6% of the world's wheat and 11% of its corn, and warned of possible famine in import-dependent African and Middle Eastern countries unless supplies arrive on time.
Ukraine expects a grain harvest of about 60 million tons this year, nearly matching 2025, though farmers have little hope for next year's crops without export revenue to fund the next planting cycle.

Russia's Foreign Ministry has accused Ukrainian forces of carrying out a summer-long campaign of drone strikes against commercial vessels and port infrastructure in the Black Sea and Sea of Azov, saying the attacks killed at least six people and disrupted agricultural exports to global markets.
In a statement issued by ministry spokeswoman Maria Zakharova, Moscow said Ukraine's armed forces used unmanned systems, along with intelligence it said was supplied by NATO and the European Union, to strike coastal transport and logistics infrastructure and civilian ships carrying grain, sunflower oil and other agricultural cargo under international trade contracts. Reuters and other outlets were not immediately able to independently verify the specific incidents described in the statement.

Ministry cites string of attacks on cargo vessels

According to the Russian statement, the first major incident occurred on June 5, when drones struck the dry cargo ships Natra and Zirkon, which were sailing under the flags of Belize and Palau while carrying grain from Türkiye to the Russian port of Rostov-on-Don. The ministry said five people were killed and three wounded in that attack.
Zakharova's statement said Ukrainian forces carried out more than 100 drone attacks in July targeting private vessels moving Russian agricultural products through the two seas.
Among them, the ministry said, was a July 18 strike on the commercial bulker MV Omorfi, sailing under the Marshall Islands flag with a grain cargo, in what Russia described as its own territorial waters; an Indian crew member died in that attack, according to the statement.
The ministry also said grain export terminals at Rostov-on-Don were damaged in strikes from July 25 to 27, followed by an attack on the port of Taman on July 30.
A further attack came on August 3, when the ministry said Ukrainian drones struck the Nadezhda, a Cameroon-flagged vessel operated by a Turkish company that was carrying fruit and vegetables from Samsun, Türkiye, to Novorossiysk, roughly 30 miles off the Russian coast.
Four crew members were wounded, the ship's engine room was damaged and a fire broke out on board, the statement said. Ukrainian drones also targeted a separate Turkish bulk carrier, the Yasar, on the same day, according to the ministry.

Moscow says strikes have disrupted global food supply

The ministry argued that the strikes, whatever their military purpose, violated international law protecting the safety of civilian shipping and caused delays in deliveries of grain, oil and forage crops to importing countries that rely heavily on Russian agricultural exports.
It said Russian forces have responded with what it called precision strikes on facilities it said Ukraine uses to destabilize Black Sea navigation, as well as on infrastructure and vessels it said are used to deliver Western weapons to Ukraine, and that such operations would continue "until security threats in the water area of the Sea of Azov and the Black Sea are eliminated."
The Black Sea has served as a critical corridor for global grain exports, particularly for countries in Africa, the Middle East and Asia that depend on Ukrainian and Russian agricultural shipments.
Both countries have ranked among the world's largest wheat exporters in recent years, and disruptions to shipping in the region during the broader Russia-Ukraine war have previously contributed to volatility in global food prices.

Ministry links attacks to Western sanctions policy

The statement went further, characterizing what it called Kyiv's campaign as serving the interests of unspecified Western countries, and asserted that Ukraine's overall share of global food production is comparatively small despite what it described as Kyiv's efforts to claim otherwise.
The ministry tied the alleged strikes to broader Western financial, economic and energy sanctions, arguing that both were worsening global shortages of grain and fertilizer, raising food prices, and imposing costs on countries in the Global South and East.
The ministry called on the international community and multilateral organizations to conduct an independent assessment of what it described as Kyiv's actions and to use available leverage to halt the activity and ensure unimpeded agricultural exports.
Ukraine did not immediately respond to the claims contained in the Russian statement, and there was no independent confirmation of the casualty figures or attack details provided by Moscow.

Türkiye resumes full Black Sea transits after brief delays.

Ships are passing smoothly through the Turkish straits to the Black Sea despite heightened safety concerns, two Turkish government officials told Reuters on Sunday, after Bloomberg reported a day earlier that Ankara had restricted commercial ship traffic entering the Black Sea following attacks on vessels there, including on Turkish-owned ships.
The officials, who spoke to Reuters on condition of anonymity, said Türkiye had implemented some temporary measures because it had been "highly uncomfortable" about security for some time, but that passage remained clear under the conditions of the Montreux Convention.

What changed?

Türkiye resumed allowing ships to transit its straits toward the Black Sea following unexplained delays for some vessels amid heightened security risks in the area, Bloomberg reported.
The crude oil tanker Aegean Dream entered the Dardanelles Strait on Sunday after waiting in the area since Thursday, signaling its destination as the Caspian Pipeline Consortium terminal in Russia's Novorossiysk, according to ship-tracking data.
The container vessel Mehmet Kahveci A also passed through the waterway early Sunday, signaling Novorossiysk, Bloomberg reported.
Türkiye's Directorate General of Coastal Safety had told some ships bound for Russian and Ukrainian ports in recent days that it was not currently issuing transit permits for such voyages, Bloomberg reported Saturday.
The delays came after Türkiye's government became increasingly vocal about attacks on merchant shipping in the Black Sea, several of which have targeted Turkish-owned or -flagged vessels.

Türkiye calls for Black Sea attacks moratorium
Turkish Foreign Minister Hakan Fidan said Saturday that Ankara had conveyed to Moscow and Kyiv that they should declare a moratorium on their attacks in the Black Sea.
Türkiye has issued repeated warnings to Moscow and Kyiv over the attacks, urging both sides to take measures to ensure navigational safety in the area.
"The conflict has spread across the whole Black Sea," Fidan said in an overnight interview with the state-run Anadolu Agency (AA).
"To begin with, they targeted the ports and the military ships. Now, they are attacking all commercial shipping without distinction," he added, saying ships belonging to Türkiye or flying the Turkish flag were among those targeted.
Fidan called for "the setting up of a mechanism allowing a moratorium to be declared."
He said Türkiye had already presented several measures on the matter to President Recep Tayyip Erdogan and was putting them into effect, noting, "We have several measures regarding this matter that we presented to our president. We are putting them into effect."
Fidan disclosed that Ukraine had already put forward a relevant proposal for such a mechanism, which Türkiye passed on to Russia, and that Ankara was awaiting Moscow's response. Commenting on prospects for ending the wider war, Fidan acknowledged that neither side is currently inclined to make concessions while both retain the military capability to continue operations.
Türkiye had already denounced Black Sea drone attacks on two Turkish civilian vessels, in which some crew members were injured.
1936 Montreux Convention on the Regime of the Straits gives Türkiye control over the Bosphorus and Dardanelles and the power to regulate the transit of naval warships. It also guarantees the free passage of civilian vessels in peacetime and restricts the passage of ships not belonging to Black Sea countries.
Türkiye, which has NATO's second-largest army, has maintained relations with both Kyiv and Moscow since Russia's full-scale invasion of Ukraine in 2022. It has refused to join Western sanctions on Russia while providing military support, including from its own inventory, to Ukraine.
The episode is the latest in a string of attacks on Turkish-linked vessels in the Black Sea in recent weeks, part of a broader escalation in attacks on ports, grain terminals and commercial shipping between Russia and Ukraine that has repeatedly drawn Turkish protest and mediation efforts.

How Russian attacks, European protectionism and drought are trapping Ukraines vital grain.
Kyiv wants the help of EU countries as Black Sea missile strikes choke its grain exports, but capitals fear the ire of their own farmers.

Ukraines normally copious grain exports are stuck in the country caught between Russian attacks in the Black Sea, drought on the Danube and distrust among Kyivs closest allies.
Its bad news for global food prices.
If it keeps going like this, youll have once again a global price increase of at least 25, 30 percent, with all the consequences we had in 2022 for world food inflation, Ukraine's Agriculture Minister Taras Vysotskyi said.
With missile strikes keeping cargo ships away from its ports, Kyiv is scrambling, yet again, for a way out via Europe. But its fallback routes run overland through EU countries, including Poland, Hungary and Slovakia, where previous waves of Ukrainian grain left governments facing a fierce domestic backlash.
The last surge of Ukrainian agricultural exports through Eastern Europe unleashed mass protests from farmers, particularly in Poland, who complained that cheap Ukrainian produce that was meant to merely pass through the region was instead ending up on their domestic markets. Poland imposed a ban on Ukrainian grain in 2023, alongside similar measures in Hungary and Slovakia, defying EU trade rules and souring relations with Ukraine.
Kyiv's fresh pleas and insistence that the grain would only transit through its EU neighbors have prompted Warsaw to reassure its own farmers that none of it will end up in Poland.
We are doing everything to keep the embargo, Polish Agriculture Minister Stefan Krajewski told Radio ZET on Monday, referring to Polands ban on Ukrainian grain imports.

Blocked bounty

One of the worlds largest grain producers, Ukraine typically sends more than 90 percent of its agricultural exports by sea. The disruption of that trade after Russias 2022 invasion helped drive global food prices to record highs. This summer, Russia and Ukraine have intensified attacks on each others ports and shipping across the Black Sea.
Ukraine exported just 463,000 metric tons of grain in the first nine days of August about one-third of the usual pace, said Vysotskyi. By November, when the new harvest comes in, the country risks running out of storage for grain it cannot export.
Kyiv asked the European Commission for 220 million last week to help its farmers weather the disruption.
The non-repayable grant would subsidize bank loans, allowing small- and medium-sized farms to hold on to their grain until shipping resumes rather than sell at a loss. A Commission spokesperson confirmed receiving the request but did not say whether Brussels would provide the money.
But money can only buy time. The bigger problem is getting ships back into Ukraines ports.
No grain vessel has entered the ports around Odesa since late July, even though they remain open. That month, a Russian missile struck a corn carrier leaving port, killing 10 people aboard. The vessel sank a week later.
Since the attack, crews have refused to sail, and shipping companies have suspended service.
Ship owners and crews are just afraid. They are not ready to send the ships at all, said Vysotskyi. Its not that its impossible to make it. They are just not ready to.

Back to the border

With the Black Sea route stalled, Ukraine is negotiating with Romania, Poland, Hungary, Slovakia and Moldova to move more grain overland.
But those routes cannot simply replace maritime exports.
Moving grain by rail and road costs $50 to $70 more per ton, said Vysotskyi. When grain prices soared after Russias full-scale invasion in 2022, exporters could absorb that premium. At todays prices, they cannot.
Its nonprofitable, said Vysotskyi.
Ukraines main alternative route, through Romania, is also running into constraints. Low water levels on the Danube are limiting the amount of cargo that can reach the Black Sea port of Constanța.
And moving more grain overland revives another problem for Kyiv: the political backlash in its EU neighbors.
Polish farmers blockaded crossings with Ukraine in 2023 and 2024, turning agricultural trade into one of the most politically explosive issues between Kyiv and one of its strongest wartime supporters.
But Ukraine, said Vysotskyi, is not asking for greater access to the EU market.
EU quotas now cap Ukrainian wheat sales to the bloc at 1.3 million tons a year, which, according to Vysotskyi, makes a repeat of the earlier influx legally impossible. Kyiv would seek a larger quota only if the EU itself proposed one, he added.
There should be consensus inside the EU, with EU farmers, he said.
Warsaw has been adamant that its grain embargo will stay. But while Ukrainian grain cant be sold in Poland, the government has been working with Kyiv to help pass it through.
Talks with Kyiv concern exclusively the smooth transport of Ukrainian grain to third countries, not its export or admission to the Polish market, said Polish Foreign Ministry Spokesperson Maciej Wewiór, adding that Ukrainian grain remains critical for many countries in Asia and Africa.

Trust deficit

For Polish farmers, assurances that the grain will pass through the country uninterrupted are not enough, with farm groups arguing that some shipments supposedly bound for other countries never actually leave Poland.
Gustaw Jędrejek, head of the Lublin Chamber of Agriculture and one of the leaders of the border blockades, alleged that shipments are recorded electronically as delivered abroad while the grain itself is sold inside Poland.
Documents travel to Lithuania, the Czech Republic or Slovakia and the grain stays in Poland, he said. The Polish government has consistently denied such allegations.
Asked whether he trusted assurances that additional Ukrainian grain would simply pass through the country, Jędrejek was unequivocal.
I absolutely dont believe it.

Ukraines new ballistic missile puts Putin within reach.

Kyiv is developing its own domestic ballistics as Russias missile threat grows.

KYIV Ukrainian defense tech company Fire Point's first ballistic missile will be ready this fall, its CEO told POLITICO a crucial development if Kyiv hopes to survive the growing ferocity of Russian missile attacks.
Iryna Terekh, who is also Fire Point's chief technology officer, said it is working on its tactical short-range FP-7 ballistic missile. With a 200-kilometer range and carrying a 150-kilogram warhead, the missile can hit ground targets and is also being reworked to be used in air defense systems.
Fire Point is also developing the FP-9 ballistic missile, carrying an 800-kilogram warhead with a range of up to 855 kilometers, putting Moscow well within range.
Both programs are crucial to Ukraine. Kyiv faces a growing shortage of Patriot interceptors, and the Pentagon is now scrambling to rebuild its own supplies. Ukraine also wants its own long-range missiles to hit targets deep inside Russia, especially ballistic missile launchers. The lack of interceptors is allowing large numbers of Russian missiles to hit their targets, and Moscow's attack capabilities are now being boosted by its North Korean allies.
Our FP-7 is already in a certification process. That requires a certain number of battle-testing launches performed under a special procedure, Terekh said this week. Were going to do those launches, prove its effectiveness in real combat against our enemy, and after that it will be ready for contracting."
She added that if all goes well, "it is completely realistic to get it ready by this fall.
Fire Point's timeline was backed up by Ukrainian President Volodymyr Zelenskyy last week, although he said deploying the FP-7 will require significant international cooperation. "As for mass application, I cannot say, because there are things that do not depend on Ukraine... there are some elements from other countries."
The FP-7 is a key part of Europes first common anti-ballistic system, called Freyja. Fire Point will provide the missiles and launchers, while Ukraine's allies will work on components and surveillance and tracking radars.
I cant share the details because its a matter for the partners whether they want to talk about it. But everything is going quite quickly. All the partners work in the rhythm of Ukrainian defense companies, said Terekh.
She also underlined the complexity of shifting from a simple ground-to-ground missile to adapting the FP-7 to missile defense systems.
Their aerodynamic form and production principles are similar, but their functions are different. One has to fly from point A to B and hit the target; another one has a more sophisticated assignment to find and intercept the target, she said.
The future Freyja interceptor will be produced in two iterations. The first will be similar to the PAC-2s used by Patriots, which explode next to their targets; the other has the more complex task of finding and intercepting a missile, something done by Patriot's PAC-3 interceptors.
It is way faster to produce a PAC-2-like missile, said Terekh, adding: We dont have the luxury of spending decades to invent our own hit-to-kill [interceptors], so we decided to go in iterations ... and in the future, we will learn how to make our own hit-to-kill similar to the PAC-3.

Building Ukraine's own missiles

While working to develop its own capabilities, Ukraine is also pushing to get a licensing agreement from the U.S. to make its own PAC-3s. U.S. President Donald Trump told Zelenskyy last month that such a deal would be possible, but he has since walked that back and is now pressing for the Pentagon to rebuild its own stocks after reports that the U.S. burned through huge numbers of missiles in the first days of the war against Iran.
Terekh stressed that even if the will was there, getting a Patriot PAC-3 production deal still involves "bottlenecks" in component production. She would prefer a separate agreement allowing Ukraine to produce homing heads the autonomous guidance system housed in the nose of a missile that directs it to its target calling it the "critical and most hard-to-produce component."
Terekh also said that the long-range FP-9 will be ready this fall "if no one interferes with our work." That would make Ukraine one of only about a dozen countries with such a capability.
Ukraine largely relies on long-range drones including Fire Point's FP-1, with a range of up to 2,300 kilometers, and the FP-2, with a 700-kilometer range to conduct its ongoing campaign to destroy Russia's oil refining industry and logistics giant Wildberries.
"This year, we attacked Russia with twice as many drones as it attacked us," said Terekh. "This is something we could not dream of back in 2022. And we all did it together, the Ukrainian army, politicians and producers. And it's our ability, independent from others, no more asking permission to hit targets."
Ukraine is now developing its capability to hit Russia with much more lethal missiles.
Fire Point already has its FP-5 Flamingo cruise missiles, carrying a 1-metric-ton warhead up to 3,000 kilometers, but it has only been used sporadically. A ballistic missile like the FP-9 would be more difficult for Russia to intercept and could hit Russian launch sites, which is far more efficient than trying to knock down incoming Russian missiles.
While Fire Point develops new missiles and puts them into production, Russia is trying to hit Ukraine's labs and factories.
Russia sees Ukrainian ballistics and its growing long-range and mid-strike drone production as serious threats and has been conducting reconnaissance, said Maj. Gen. Vadym Skibitskyi, deputy head of the Main Intelligence Directorate of Ukraine's defense ministry.
"They are trying to prevent us from entering mass production of these weapons," he said.
Terekh confirmed the Russian threat.
"No one but our partners want Ukraine to be armed with its own ballistics. That is why we work under such tremendous pressure, she said.

Experts say putrid stench shows overhaul of sewers is needed like the one prompted by the Great Stink of 1858.

London was reeking with ineffable and intolerable horrors after weeks of temperatures exceeding 30C and minimal rainfall. This was Disraelis description of the Great Stink of 1858, but something similarly disgusting has been happening this summer.
Once again, an exceptionally hot and dry spell has exposed the putrid stench of untreated human waste.
Theres been a bad smell around for weeks, said Simon Birkett, the founder and director of Clean Air in London. After campaigning for 20 years my nose is a bit of connoisseur for air pollution, and there really is a stench.
If you go anywhere near a stormwater drain you can almost feel it wafting up. The general public are not going to forget the summer of 2026 and one of the symptoms is this toxic stench.
Drainage experts say this summers stench should prompt a radical overhaul of an outdated system, just as the Great Stink ushered in a new sanitation in the Victorian era.
Prof Barbara Evans, the chair of public health engineering at Leeds University, likened the current sewer network to a giant intestine.
She says: In our guts we have a massive microbiome designed to break down organic materials. When we put all that plus the carbon, nitrogen and phosphorus thats in our gut into the sewer, the process just carries on.
With frequent rain, this foetid mix would get washed through the sewers to water treatment works, where organic waste is broken down into gases, Evans said.
But in a drought, the fermenting sewage stays in the drains. Evans said: The microbiological decomposition is currently happening more in the pipes, rather than at the treatment works. And thats what were smelling.
As a result and like our digestion the sewage system farts and burps, Evans says. When microbes get excited they give off a load of gas, so it comes in wafts. Its a cocktail of methane, [and] a little bit of hydrogen sulphide, which gives the rotten egg smell. Theres also nitrous oxide, which you cant smell, but it will be in the mix.
Heat accelerates this microbial activity, according to Simon Clarke, professor of cellular microbiology at the University of Reading. Bacteria and other microorganisms that decompose organic matter often work more quickly at warmer temperatures, increasing the release of gases that we perceive as unpleasant smells.
The current stench from the drains is the flip side of creaking system that allows raw sewage to pollute seas and rivers during heavy rain. Evans said: If you couple the stench with the anxiety about sewage spills, it all points to wastewater system that is very old in a world that has changed a lot.
Unlike sewage spills, the smell, however unpleasant, is not a risk to the public or at least not yet. Evans said: If you get a buildup of gas in the sewers, that could be risky, because methane is an inflammable gas. The risk is tiny, so its not yet a public health issue; it is more a public wellbeing and pleasantness issue. The reason were noticing it is the because were at the extreme of what the system can cope with.
Evans, whose areas of expertise include faecal sludge management, said the public and policymakers were squeamish about confronting these issues.
People dont want to talk about it, they want to flush it away and forget about it as they have for 150 years. But its the foundation of a civilised world if you dont manage it, its disgusting and dangerous.
The UKs drainage system is still based on the work of the pioneering Victorian civil engineer Joseph Bazalgette, who designed Londons new sewers in response to the Great Stink.
Evans hopes the current stench prompts another overhaul. I hope it triggers a national conversation. We have to rebuild the system to cope with our new reality of both hotter and drier periods and wetter periods.
She recommends rebuilding the system so that so-called grey water from sinks and baths is separated from the black water from toilets. Such systems, which are being introduced in Sweden and Germany, stop rainwater entering the sewers by reusing it in homes and recharging aquifers with it to help replenish water supplies. You have to design the sewers so that even if its not raining it will still work hydraulically and you dont get the stench, she said.
Only when the rain finally comes will the microbes smell sweet, according to Clarke.
He said: Bacteria are also responsible for one of the finest and most iconic smells of a British summer: the petrichor smell of summer rain, which occurs when bacteria in the soil are released by the rain and reach our noses. You dont need to be a microbiologist to appreciate the beauty of that.
