Andy Burnham has officially become the United Kingdom’s Prime Minister after taking office on 20 July 2026

Burnham returned as the Member of Parliament for Makerfield in June 2026 before being elected Leader of the Labour Party on 16 July. His appointment follows the resignation of Sir Keir Starmer, who formally stepped down earlier in the day.

Experienced political career

Burnham brings decades of political experience to Downing Street. First elected as MP for Leigh in 2001, he served in several senior government positions between 2007 and 2010, including Chief Secretary to the Treasury, Culture Secretary and Health Secretary.

During Labour’s years in opposition, he held a number of key shadow cabinet roles, covering health, education and home affairs.

Away from Westminster, Burnham served as Mayor of Greater Manchester from 2017, winning re-election in both 2021 and 2024. During his time as mayor, he oversaw the return of the region’s bus network to public control and supported economic growth across Greater Manchester.

Cost of living and long-term reform

In his first appearance as Prime Minister, Burnham suggested that tackling the cost of living will be one of his government’s immediate priorities. Further details of planned support measures are expected to be announced from tomorrow as ministers begin outlining the new administration’s programme.

Alongside short-term financial support, Burnham is expected to focus on a wider 10-year plan aimed at addressing long-standing challenges across the country. His priorities include increasing the supply of council housing, reducing rough sleeping and shifting more decision-making powers away from Westminster.

The government also intends to strengthen its approach to the Union by working closely with England, Scotland, Wales and Northern Ireland while continuing plans to expand the Prime Minister’s office presence in Manchester through the “No 10 North” initiative.

Cabinet formation

Attention now turns to the formation of Burnham’s first Cabinet. Ministerial appointments are expected throughout the day as the new Prime Minister assembles his senior team. Housing Secretary Steve Reed has already confirmed he has left his position, with further changes expected across government.

Burnham has also begun engaging with international leaders, holding his first call with US President Donald Trump as his government begins its work both at home and abroad.
