Leucadia businesses say Highway 101 construction is driving customers away

Businesses along a roughly 1-mile stretch of North Coast Highway 101 in Leucadia say more than two years of construction for the Leucadia Streetscape project is driving away customers and creating safety concerns.
The North Coast Highway 101 Drainage Improvements are intended to reduce flooding in the area and increase safety along the busy Encinitas corridor. But some businesses say, it’s made it difficult for customers to reach them.
“Our businesses are all suffering,” said Jeffrey Schade, owner of Leucadia Cyclery and board member of Main Street 101.
Schade relocated the iconic bike shop to Highway 101 in 2024, thinking the location would be more convenient for customers. Instead, construction has been underway for much longer than Schade anticipated. He says the city initially told him it would be complete in 2025.
“It’s very hard, I have customers daily telling me, ‘I can’t make it to your shop today’ and it’s like a stab in the heart,” Schade said. “They’re afraid to, they can’t get here because of this turn, because of parking, all those factors, they’re uncomfortable coming in.”
Construction between Jupiter Street and La Costa Avenue began in 2024, with completion anticipated this summer, according to a city project website last updated in July 2026. Businesses in the area, however, say they have been told the work will now be finished by the end of this year.
Crews replaced drain pipe in the area and were excavating and installing large storm drain cleanout boxes, as of the July update on the city’s website.
Once underground construction is complete, work will begin on streetscape surface improvements, sidewalks, curbs, gutters, inlets and driveways, according to the website. The work will involve traffic control with intermittent lane shifts, as well as noise, dust and large construction vehicles.
At The Leucadian, bartender Claire McDonald described the situation outside the bar as “chaos.”
“People come in and they’re like, ‘Oh I don’t come in as often because it’s an inconvenience, it’s not easy.’ You don’t want to go somewhere where you feel like you’re doing work,” McDonald said.
Businesses also say the changing road conditions have created safety concerns for drivers and others traveling through the construction zone.
“No one knows what they’re doing when they’re driving on it because it’s confusing and inconvenient,” McDonald said.
Schade said safety is his primary concern.
“Just about every couple minutes, it’s a near miss,” Schade said.
NBC 7 has reached out to the City of Encinitas but has not heard back. The city’s project website says access for businesses and residents will be maintained during construction and encourages people to support affected businesses.
