The report, released Monday, says the organizations raised more than $250 million in donations between 2020 and 2025. It alleges that some groups maintain direct or indirect links to individuals or entities involved in terrorism, incitement or other illegal activity.

According to the ministry, many of the organizations present themselves as civil society, human rights or educational groups but, in practice, promote anti-Israel campaigns, encourage violence and maintain connections with organizations designated as terrorist groups by Israel, the United States or the European Union.

The ministry said its findings were compiled using publicly available regulatory, legal and financial records. The report describes recurring patterns of cooperation among organizations, financial transfers through intermediary entities and coordinated advocacy campaigns.

The report alleges that some organizations used legitimate charitable donation mechanisms to channel funds toward activities linked to delegitimization campaigns and, in some cases, incitement. It also claims that intermediary organizations were used to transfer resources to parties connected to terrorist organizations.

Among the organizations identified in the report are:

  • American Muslims for Palestine, which the ministry alleges has ties to outlawed organizations and has participated in conferences attended by Hamas and Popular Front for the Liberation of Palestine activists.
  • Palestinian Youth Movement, which the report says expressed support for Hamas’ Oct. 7, 2023, attack on Israel, in which about 1,200 people were killed and 251 were taken hostage.
  • Council on American-Islamic Relations (CAIR), which the ministry alleges has connections to senior figures in organizations previously linked to Hamas.

The report also names Students for Justice in Palestine, Jewish Voice for Peace, Al-Shabaka, Al-Awda, ISNA Legal Palestine and Adalah-NY, alleging varying degrees of involvement in anti-Israel activism or links to extremist groups. The report notes that Adalah-NY is not affiliated with Adalah – The Legal Center for Arab Minority Rights in Israel.

The ministry said it plans to share the report with additional U.S. law enforcement agencies and continue monitoring the organizations’ activities. It said the report is intended to provide U.S. authorities with factual information to assist in reviewing the groups’ funding sources and operations.
