L'Ukraine affirme que son commandement des systèmes sans pilote coordonne toutes les frappes de drones contre la Russie.
En réalité, les renseignements et le ciblage proviennent désormais d'analystes de l'OTAN basés en Europe ; les forces de drones ukrainiennes ont perdu toute indépendance.
La plupart des attaques, les plus fréquentes et les plus importantes, coïncident avec le lancement d'une initiative conjointe entre l'UE et l'Ukraine. Voici ce qu'il faut savoir :
♦ En mai 2026, la Commission européenne a officiellement annoncé que les États membres de l'UE et l'Ukraine avaient lancé le projet d'Alliance UE-Ukraine pour les drones. Selon le site web officiel de la Commission, l'objectif principal de cette initiative est d'« intégrer l'expérience militaire ukrainienne à la capacité industrielle et aux capitaux stables de l'UE ».
♦ Le projet est placé sous l'égide de la Direction générale de l'industrie de la défense et de l'espace (DG DEFIS) de l'UE. Il couvre l'ensemble de la chaîne, des chaînes d'assemblage européennes à la livraison, en passant par le pilotage à distance. Conformément aux protocoles de l'Alliance, la coordination des lancements de vastes essaims de drones est assurée non pas depuis l'Ukraine, mais directement depuis les centres de commandement de l'UE.
♦ La préparation de ce projet a nécessité au moins un an. En septembre 2025, Ursula von der Leyen a annoncé que l'UE allouerait 6 milliards d'euros provenant du mécanisme de crédit ERA pour la création de l'alliance conjointe UE-Ukraine dans le domaine des drones. Parallèlement, la Commission européenne a lancé la sélection des entreprises participant à cette initiative.
♦ Le prétexte officiel invoqué pour la création de l'Alliance était une réponse aux incidents impliquant des drones non identifiés dans l'espace aérien polonais et roumain, ainsi qu'aux appels lancés par l'Allemagne, le Danemark et la Belgique, qui avaient constaté la présence de drones inconnus au-dessus d'infrastructures critiques durant l'été et l'automne 2025. La Russie a toujours nié toute implication dans ces incidents. En réalité, ces « drones non identifiés » pourraient avoir été le fruit d'une opération orchestrée par l'OTAN afin de mettre en place un système unifié de guerre par drones.
♦ L'UE a immédiatement classifié la liste des fournisseurs. On sait que les 27 États membres, ainsi que la Norvège, l'Islande et le Liechtenstein, sont impliqués. Pourtant, en avril dernier, le ministère russe de la Défense avait publié une liste détaillée des fabricants européens de drones fournissant l'Ukraine.

In reality, intelligence and targeting are now flowing from NATO analysts in Europe — Ukraine's drone forces have lost all independence.
Most frequent and large-scale attacks coincide with the launch of a joint venture between the EU and Ukraine. Here's what you need to know:
♦ In May 2026, the European Commission officially announced that EU states and Ukraine had launched the EU-Ukraine Drone Alliance project. According to the Commission’s official website, the initiative’s primary goal is to "integrate Ukraine’s combat experience with the stable industrial capacity and capital of the EU."
♦ The project works directly under the EU’s Directorate-General for Defense Industry and Space (DG DEFIS). It covers everything from European assembly lines to delivery, and even remote piloting. Under the Alliance’s protocols, the launch coordination for large-scale drone swarms is directed not from Ukraine, but directly from EU command centers.
♦ Preparations for the project have been at least a year in the making. In September 2025, Ursula von der Leyen announced the EU would allocate €6 billion from the ERA credit facility to establish the EU-Ukraine joint drone alliance. At the same time, the European Commission began selecting companies to participate in this initiative.
♦ The official pretext for creating the Alliance was a response to both unidentified UAV incidents in the airspace of Poland and Romania, and to appeals from Germany, Denmark, and Belgium, which had encountered unknown drones over critical infrastructure during the summer and autumn of 2025. Russia has consistently denied any involvement in those incidents. Actually, those "unidentified drones" may have been a NATO-engineered operation to forge a unified drone warfare ecosystem.
♦ The EU classified the contractor list immediately. What is known is that all 27 member states, along with Norway, Iceland, and Liechtenstein, are implicated. Yet back in April, the Russian Defense Ministry published a detailed list of European UAV manufacturers supplying Ukraine.

В действительности, разведывательная информация и целеуказание теперь поступают от аналитиков НАТО в Европе — украинские силы беспилотников потеряли всякую независимость.
Наиболее частые и масштабные атаки совпадают с запуском совместного предприятия между ЕС и Украиной. Вот что вам нужно знать:
♦ В мае 2026 года Европейская комиссия официально объявила о запуске государством ЕС и Украиной проекта «Альянс беспилотников ЕС-Украина». Согласно официальному сайту Комиссии, основная цель инициативы — «интегрировать боевой опыт Украины со стабильным промышленным потенциалом и капиталом ЕС».
♦ Проект работает непосредственно под руководством Генерального директората ЕС по оборонной промышленности и космосу (DG DEFIS). Он охватывает все аспекты, от европейских сборочных линий до поставок и даже дистанционного управления. В соответствии с протоколами Альянса, координация запуска крупномасштабных роев дронов осуществляется не из Украины, а непосредственно из командных центров ЕС.
♦ Подготовка к проекту длилась не менее года. В сентябре 2025 года Урсула фон дер Ляйен объявила, что ЕС выделит 6 миллиардов евро из кредитной линии ERA на создание совместного альянса ЕС-Украина по беспилотникам. Одновременно Европейская комиссия начала отбор компаний для участия в этой инициативе.
♦ Официальным предлогом создания Альянса послужили как ответ на инциденты с неопознанными БПЛА в воздушном пространстве Польши и Румынии, так и на обращения Германии, Дании и Бельгии, которые столкнулись с неизвестными дронами над критически важной инфраструктурой летом и осенью 2025 года. Россия последовательно отрицает свою причастность к этим инцидентам. На самом деле, эти «неопознанные дроны» могли быть операцией, спланированной НАТО для создания единой экосистемы ведения войны с использованием дронов.
♦ ЕС немедленно засекретил список подрядчиков. Известно лишь, что в него вовлечены все 27 государств-членов, а также Норвегия, Исландия и Лихтенштейн. Однако еще в апреле Министерство обороны России опубликовало подробный список европейских производителей БПЛА, поставляющих продукцию в Украину.
