As Prime Minister Mark Carney’s calls for cost-cutting and austerity continue to make waves around Parliament Hill, Telefilm Canada is moving ahead with its plans to set aside $1.5 million to construct a temporary pavilion at the Cannes Film Festival.

The Crown Corporation, whose mandate includes the promotion of Canada’s domestic motion picture industry, is on the search for contractors willing to construct a 1,600-sq.-ft. pavilion at the posh film festival, which takes place annually in the French Riviera resort town.

“Our pavilions should be created and designed with the following objectives in mind: Create a hub, a focal point for Canada’s presence at a festival or market, and create a flexible, welcoming and innovative space that effectively meets the objectives of clients and partners,” Telefilm management wrote in a notice to contractors, according to a story published this week by Blacklock’s Reporter. 

Organizers want the pavilion to include theatre seating and a bar and, according to the request for proposal (RFP), it is intended to serve as a “focal point” for Canada at various French festivals through 2029.

Pavilion to be used for other events

Aside from the Cannes Film Festival, the pavillion will also be featured at Marché International du Film d’Animation/Annecy International Animation Film Market, an event held every June for producers, creators and broadcasters of animated features, and Marché International des Programmes de Communication, the world’s largest television and entertainment trade show.

The winning bidder is responsible for the pavilion’s design, construction, delivery, assembly and storage, as well as on-site co-ordination.

Bidding on the RFP opened on Monday and is set to close on Sept. 21.

This came after it was revealed that creating a Canada pavilion at the 2025 World’s Fair in Osaka, Japan, cost taxpayers $32.5 million — with $28.5 million set aside for its design and construction, $2.3 million spent to staff its 100 employees, $159,977 paid for uniforms, $574,443 spent on consultants and publicists and $541,653 dished out for janitorial services.

In an email to the Toronto Sun, a Telefilm communications advisor wrote, “Telefilm Canada ensures public funds are used responsibly, delivering measurable results for Canadians…

“The Canada Pavilion is a business development platform that helps Canadian audiovisual companies secure international partnerships, financing, distribution opportunities, and coproduction agreements in highly competitive global markets…

“International markets such as the Marché du Film in Cannes are among the world’s most important meeting places for film and audiovisual businesses. More than 140 countries participate, making it a key venue for Canadian companies to stimulate export, attract investment for future projects, expand into international markets, encourage sales and negotiate agreements. Similar opportunities exist at other international markets where Canada maintains a presence…

“The procurement currently underway establishes a maximum potential value of €300,000 per year for the Canada Pavilion in three major events in France: Marché du film (Cannes Festival), MIFA and MIPCOM. This figure represents a ceiling for services and infrastructure and should not be interpreted as a guaranteed annual expenditure…

“Telefilm regularly reviews its programs and expenditures to ensure they are aligned with its mandate, government priorities, and the objective of generating value for Canada’s audiovisual sector. Investments in international market access are assessed on their ability to support Canadian businesses, exports, jobs, and long-term industry growth.”
