Leader of the Opposition in the Legislative Council, Chalavadi T. Narayanaswamy, who has accused B.K. Kempegowda of being illegally appointed as the Registrar (Evaluation) of the University of Mysore, has urged the government to immediately cancel the appointment. He has written to the Chief Secretary and the Secretary, Higher Education Department, demanding that a senior professor of the university be appointed to the post of Registrar.

The government had issued an order on August 10, 2026, appointing Prof. Kempegowda as the Registrar (Evaluation) of the University of Mysore.

“Regarding the post of Registrar (Evaluation) of Mysore University, there is a rule that the appointment should be made from among professors or senior faculty members working in universities affiliated to the Higher Education Department,” the letter reads.

“The rules do not permit the appointment of professors working under the Department of Collegiate Education or the Department of Technical Education to this post. However, the appointment of Prof. Kempegowda, who is working as a professor at the Government First Grade College, Nanjangud, to the post of Registrar (Evaluation) is against government rules and the spirit of the Karnataka State Universities Act,” he stated.

Mr. Narayanaswamy further alleged that there were allegations of sexual harassment and misuse of grants against Prof. Kempegowda.

Reacting to the allegations, Prof. Kempegowda said, “The State government has already appointed professors from private colleges and Government First Grade Colleges to the posts of Vice-Chancellor and Registrar in several universities. My appointment has also been made in the same manner. Apart from this, there is no substance in the allegations of sexual harassment and misuse of SC/ST funds against me. If the Chief Secretary and the Secretary of the Higher Education Department issue a notice in this regard, I will provide clarification with the necessary documents.”
