The Bears just took a real step toward leaving Chicago for Indiana, and one of the most plugged-in voices in football thinks the whole thing is a negotiating ploy. Mike Florio is betting the leverage play works, even as the reporting says a move is closer than ever.

After the Bears’ board of directors voted Thursday to advance a domed stadium proposal at Wolf Lake in Hammond, Indiana, Florio framed the saga as either strategy or chaos, saying “there are two explanations. Either there’s a method to the apparent madness we’ve witnessed over the past several years, or it’s just madness.”

The reporting cuts against him

Florio’s read runs into a wall of reporting suggesting the move is real. One source described the Indiana plan as a done deal “barring anything very strange.”

The contradiction is what makes the story, and Florio leaned into it: “If it ends up that they build a stadium in Chicago, they’re geniuses. Whether it was deliberate or accidental, they’re still geniuses.”

The money explains the leverage

This comes down to who pays for the stadium. The Bears spent $197.2 million on 326 acres in Arlington Heights back in February 2023, which is real money to walk away from, and the Chicago Tribune’s editorial board has blasted Illinois leadership for professing to want a deal while declining to meet the team’s price.

Indiana, meanwhile, moved decisively: Senate Bill 27, signed in February 2026, created a Northwest Indiana stadium authority with roughly $1 billion in taxpayer-backed financing. When one side brings a billion dollars and the other brings reluctance, the team’s “bluff” suddenly has a credible alternative behind it.

Why the bluff read still makes sense

Florio’s deeper point is that the Bears would prefer to stay in Chicago if they can, and that flirting publicly with Indiana is how a franchise manufactures urgency in a state that has dragged its feet.

The risk is that a bluff stops being a bluff once the other side builds something real, and Indiana has now built something real. Stephen A. Smith already aimed his fire at Illinois, saying “shame on Chicago” as the prospect of losing the Bears moved from idle threat to live possibility.
