Questions emerge as ICE outlines need for detention facility near State College

U.S. Immigration and Customs Enforcement (ICE) this month issued a contracting request seeking what it calls “turn-key” detention services in several regions, including Pennsylvania.
According to a document posted online, altogether, the agency is seeking more than 5,000 beds across multiple regions, though it is unclear whether the request would expand ICE’s overall detention capacity.
For what ICE identifies as the Philadelphia area of responsibility, the agency says the facility must be located within 30 miles of the State College airport and have capacity for at least 1,800 beds. That closely matches the capacity of the existing Moshannon Valley Processing Facility in Clearfield County, which is located less than 30 miles from the State College airport.
U.S. Rep. Madeleine Dean, who toured the Moshannon Valley Processing Facility this summer, said the similarities stood out.
“That facility, I think when I was there, had eight or 900 detainees in it, and it can hold 1,800. Interesting that that’s exactly what the RFI asks for,” Dean said.
The contracting document, which was publicly posted on a government website for contractors, also states that facilities must be able to begin housing detainees within 30 days of being awarded a contract. It also requires operators to provide housing, medical and mental health care, transportation, guard services, food service and detention services.
“In the case of Moshannon, that contract is up, I think, by the end of September,” Dean said.
Adrianna Torres-Garcia with Free Migration Project and Shut Down Detention Campaign also said it appears the Pennsylvania site already exists.
“We believe the facility that ICE is mentioning in their RFI is Moshannon Valley Detention Center,” she said.
It’s a center advocates have already targeted, pushing the government to close it.
“We believe that those communities deserve more investment in services like education, health care, housing rather than in imprisoning our immigrant neighbors,” Torres-Garcia said.
The GEO Group operates the facility and says on its website that it provides support services to ICE on behalf of the county.
Dean also questioned whether a new contract structure could affect the county’s role.
“What I wonder is if this is cutting out the county from both the financial piece of it, but also cut them out in terms of oversight,” Dean said.
NBC10 reached out to ICE, The GEO Group and the Clearfield County commissioners with questions about the proposed facilities referenced in the document and the existing contract. None had responded at the time of publication.
