Accenture Federal Services will build out the core software that connects hundreds of military data streams to the largest platform feeding the Pentagon’s artificial intelligence tools, under a contract worth up to $821 million over five years, the department confirmed Monday.

The award advances the Pentagon’s effort to mature its War Data Platform, a clearinghouse of battlefield information that AI applications can crunch to advise troops on potential next moves and speed up wartime decisions.

Accenture beat out four other bidders vying for the contract, according to the federal contract tracker HigherGov. The General Services Administration Capability Accelerator, a unit that looks to speed adoption of innovative tools for the federal government, issued the award on the Defense Department’s behalf.

The company will “support critical WDP data operations, the integration of infrastructure and platform tools, robust cybersecurity measures, and comprehensive service desk capabilities,” ensuring “seamless interoperability,” the Pentagon’s Chief Digital and Artificial Intelligence Office said in a release Monday.

The department said its initial order under the contract is focused on “high-impact, measurable mission outcomes that maximize the benefits of commercial pricing.” An Accenture spokesperson did not respond Tuesday to emailed questions about what that work entails.

The War Data Platform began as part of the Pentagon’s Advana data-sharing project, which launched as a tool for financial audits in 2018. Defense officials opted to spin off the platform from the larger Advana initiative to devote more attention to it for use in combat operations.

“The evolution of Advana’s data platform and application ecosystem over the last six years has led to a complex technical and programmatic architecture that we now must rationalize in order to capitalize on the full potential of AI and support warfighting, intelligence, and enterprise needs with the speed, security, and auditability required,” Deputy Defense Secretary Steve Feinberg said in a January memo.

The platform aims to combine more than 1,500 data sources, both commercial and military, to securely provide intelligence, targeting data and more to frontline troops and their commands, the AI office said, calling it “one of [DoD]’s most vital data platforms for AI exploitation and mission advantage.”

Chief Digital and AI Officer Cameron Stanley recently said the platform has shown its value by sending operational data to commanders faster during Operation Epic Fury, the U.S. military campaign in Iran.

“The War Data Platform has actually already been quite successful,” Stanley said, according to GovCIO. “We were able to incorporate dozens of new feeds in real time … and get data at the speed of conflict.”
